Hi to all who are interested in complaining of writting a bulletin in other
than english.

At first, I apologize for making you busy with such a stupidly discussion.
The subjected bulletin was sent to TRAC@EU rubric of BBSs. TRAC is
abbreviation of Tranciever and Radio Amateurs Club in Turkey and in Germany.
It's just the same as DARC or ARRL. The complained bulletin was sent for
members and relevant people in EU. I don't think that bulletin can't read by
more than %99 of people in EU if you accept Turkey as a Europian Country. Even
it's on the contrary , there are some turkish people living in the countries
as PE3HMP accepts they're in EU. So , subjected bulletin was sent to them. 
As Mr. K2UL wrote , you wouldn't read that message if you're NOT interested in
TRAC, or you could ask one of turkish hams the meaning of that bulletin
if you want to learn ,instead of complaining.

Anyway , I'd like to explain what that message included by thinking that
PE3HMP is trying to understand the meaning of it.

KUTLAMA = CELEBRATION

There was a religious festival for muslims. it started on 5th of march and
ended on 8th of march. 

That message was sent to exchange Bairam greetings. 
I'm sure that my friend TA7EB just thought to celebrate the Bairam of 
others , and he would have written that bulletin in english beneath turkish
if he knew english as well as you do.
Finally , I invite you to be more indulgend to the others .

I celebrate all of muslims for Muslim Festival of Sacrifices.
