THIS PROCEDURE ONLY APPLIES TO US OR SWISS CITIZENS, WHO HOLD A CURRENT LICENCE IN THEIR COUNTRY OF CITIZENSHIP.


To process a reciprocal licence application, you may either approach the Post Telegraph Department (PTD) directly yourself or RAST officers will help you with this process. In either case you will need a supporting letter from RAST. If you would like RAST to help you process your application, we do ask you to become a member of the society.

If you are requesting a reciprocal licence with a view to a long-term stay in Thailand, we would recommend that you take out a life membership which is 2,100 baht (about US$48), or if it is a short-term visit the dues are 300 baht for annual membership.


You can fill the form in on arrival but please bring the following.


• - Photocopy of your passport

• - Visa. (if you want to process anything in advance, like importation of equipment or your licence available before you arrive, you must obtain a 3-month visa in advance, so that you can send a photocopy)

• - Photocopy of licence

• - 4 passport photos 1" x 1" or similar

• - RAST membership number or bring application form completed.(let me know if you want an application form)

• - letter of support from RAST (can be obtained on arrival, free of charge if you are a member of RAST)

• - 200 Baht for licence. The Post Telegraph Department will issue:


A VHF-only licence for US Technician or Technician Plus A VHF and HF licence for holders of US General, (Advanced) or Extra.


FURTHER INFORMATION ON RECIPROCAL LICENCE APPLICATION PROCEDURE IN THAILAND

In a letter to RAST from the Post Telegraph Department dated 19th July 1999, the PTD has stated that RAST must:


· Check that the documentation for all applications is complete and accurate.

· Check the level of licence class held by the foreign licensee is equivalent to the Thai Class.

· Attach a covering letter from RAST verifying the above..


The PTD has also clarified their requirements for documentation as follows:


· Completion of an application form (available from RAST (www.qsl.net/rast)

· Address of permanent residence in Thailand (if any), otherwise temporary residence.

· Occupation or business (if any)

· Copy of passport and copy of current visa

· Copy of marriage certificate if married to a Thai.

· Copy of equivalent licence for class being applied for.

· Copy of each previous subordinate licence class or classes.

· Details of any training courses/tuition taken for each class of licence leading to the class applied for (if any).

· Residence certificate or evidence of intent, if coming to Thailand to live.

· Letter of guarantee by RAST (if available)

· Covering letter from RAST that documents have been checked.


The above requirements would lead to a callsign being issued. The next stage would be to request an equipment importation permit or to purchase a registered transceiver in Thailand . Then a licence to use the equipment is required. This requires submission of the transceiver for testing and inspection by the PTD staff, accompanied by customs clearance documentation, if it is imported. The final stage is a home station licence.


For the transceiver, you will need:


An import licence from the PTD, after your amateur licence has been issued.

This requires an application form to be filled in, and submitted with details of the proposed transceiver which is to be imported. i.e. Detailed specification in the English language, diagrams, operating and servicing handbook if possible. The rig can then be imported, and processed through the Customs Department then taken to PTD where it will be inspected and tested It will be engraved with a registration number and a "licence to use" will be issued, if it complies with the specification submitted earlier. Please note, that if it is proposed to import a transceiver it will facilitate the process if the frequency coverage complies with IARU Region III recommendations, or if the transceiver is of a type that has already been licensed by PTD.


For the Home Station licence:


· Copy of Amateur Licence (plastic card) + permit to use the registered transceiver..

· Written permission from the owner of the accommodation that amateur radio installation and operation is permitted. (If possible in Thai and English Language)

· Copy of the identity card (ID)of the owner of the accommodation

· Copy of the house registration certificate of the owner of the house

· Address of home station

· A detailed map showing the location of the house/apartment within the locality.
