To answer the VK question, as far as I can tell, any emission mode is legal above 420 MHz, provided you ID in an internationally recognised code (ASCII callsign beacons riding on UDP, or even 802.11b MAC address set to your callsign sound like they're internationally recognised). However, I suspect we would need some sort of authentication system (would probably have to be challenge-response) to ensure non amateurs can't access the network, since it's shared with unlicenced people who are using the same equipment. The frequencies can be set (at least under *NIX - some Windows drivers don't provide that functionality) to one of the channels that falls within the amateur band.
