Another notable winter storm for the 02-03 season, another major winter storm for the record books: Starting its path of devastation in California, this system brought relentless rainfall. Then it marched through the midwest, dropping this year's first tornado in Mississippi, moved forward to create an ice storm over KY, OH, & WV, and finally dealt a parting blow on the mid-Atlantic and northeast states with heavy snowfall, prompting blizzard warnings to be posted for New York City. All of this happens only days before the 10th anniversary of Blizzard '93.

The National Weather Service reported the highest snowfall total in northern Virginia was 35 inches near Front Royal. --MSNBC

Winds in Boston, Massachusetts, reached 60 mph, and hit 40 mph in nearby Providence, Rhode Island. --CNN

Maryland, Virginia and the District of Columbia were all operating under a state of emergency Monday afternoon, but Maryland lifted the ban that kept vehicles off the roadways until 4 a.m. Monday. --MSNBC

New York Gov. George Pataki declared a snow emergency for New York City, Long Island and 12 counties hit hard by the storm, clearing the way for federal and state aid. --CNN

Weather-related cancellations were so numerous that in some cases television and radio stations began broadcasting what was open, including grocery and hardware stores where food and essentials could be purchased--if customers could get to the stores. --MSNBC

An estimated 95,000 customers had lost power in West Virginia, with 20,000 in the Carolinas, 54,000 in Ohio, 60,000 in Kentucky and 6,000 in Virginia. --ABC

Hospitals in Virginia and Maryland issued a call for volunteers with four-wheel-drive vehicles to help employees get to and from work. --MSNBC

Area roads, some surrounded by 12-foot-high walls of snow, "look like canals," said Garrett County state highway supervisor Paul McIntyre [in Maryland]. --FOX

DURING THE DAY. THE SNOW MAY BECOME HEAVIER TOWARD MON AFTERNOON 
WITH 3 TO 6 INCHES EXPECTED. THE SNOWFALL AMOUNTS WILL VARY SHARPLY 
IN A SOUTH TO NORTH DIRECTION OVER THE AREA WITH S. PORTIONS 
OF THESE COUNTIES ON THE HIGHER END OF THE FORECAST RANGE.

A WINTER WEATHER ADVISORY IS IN EFFECT BECAUSE SNOWFALL ACCUMULATIONS
ARE EXPECTED TO CAUSE SIGNIFICANT INCONVENIENCES, BUT NOT BE HEAVY
ENOUGH TO CAUSE MAJOR PROBLEMS. INCONVENIENCES SUCH AS SLIPPERY

ACCUMULATIONS WILL AVERAGE 5 TO 10 INCHES FROM THE N. FINGER 
LAKES THROUGH THE WESTERN MOHAWK VALLEY.INCLUDING 
AUBURN.SYRACUSE & UTICA.
