DXCC Rule Change: At the request of the Program and Services Committee (PSC)
the DX Awards Committee (DXAC) investigated the impact of an amendment
to the DXCC rules. The DXAC and the PSC have unanimously decided to
bring into force the following rule from April 1, 2009, 0000Z:
To meet the growing outrages of direct-QSLs to put to an end only
bureau mediated QSL-cards will be credited for DXCC. Intended side
effect is a higher degree of organization of radio amateurs in the
respective national associations combined with a strengthening of the
IARU and the total of Amateur Radio.

PIRATES: The station EP2IA was very active on 40m CW last week and stated
"QSL info at QRZ.com". Roger,G3SXW, points out that this call was
allocated to him in the 1970s which is also written on QRZ.com.
Since the entry on the website has not been updated Roger thinks this
     was a pirate operation.
        ---

the callsign MU0X while staying on Guernsey. Since Charles has not been

New IARU HF band plans effective since March 29, 2009
-----------------------------------------------------
The new HF band plans are effective since March 29, 2009.
They can be downloaded from the DARC website: http://www.darc.de/bandplan

US postage to Europe increased
------------------------------
Starting on May 11, 2009, an airmail letter from the US to Europe will cost
98 US Cent (instead of 94 US Cent). So if you consider enclosing US stamps
instead of IRCs or dollar bills you should start increasing the amount of
stamps already now.

New amateur radio frequencies in Japan
--------------------------------------
Starting on Mar 29, 1500 UTC, Japanese radio amateurs may also use the
extended 40m band from 7.100-7.200 MHz. Moreover they are also allowed to
use digital modes on 30m between 10.130 and 10.150 MHz.
