September Meeting
I hope everyone had a great summer. As a club, I have to say we have had the best summer ever. We had a great Field Day, the best Swap and Shop we have had in years, and a fantastic picnic. Be sure to thank DeWayne and Maxine for organizing the picnic and for their leadership. Our club meetings are bigger than ever thanks to their efforts. We have a lot more coming up now that fall is approaching and hope to see you getting involved. Our next meeting is Tuesday September 19. We will be showing some of the pictures from Field Day. We would also like to talk about other programs that you would like to see at future meetings.
This Saturday September 16, the CCECPSCO will be providing communications for a tri-county emergency exercise. Please let John Wilcox know if you can help with the event. I am including a detailed description of the exercise in this edition of the Static. This is a great opportunity to prove the value of amateur radio in homeland security and a chance to hone your operating skills.

Remember to bring a photo ID, a copy of your license and, if applicable, a copy of your "Certificate of Successful Completion of Element" you received at your last session. You will also need $14, a pen and pencil, and a calculator if you think you'll need it.
OPERATION BLACK FOREST
Date: September 16, 2006
Communications between exercise control team members will be via Amateur Radio operators (CCECPSCO members and Amateur Radio Operators 'At Large') assigned to each control point, and coordinated via the CCESPSCO Field Communications Trailer.
All Exercise Control Group members (Evaluators, CCECPSCO personnel, Amateur Radio Operators �at Large� Role-player Managers, etc.) need to meet at the Walloon Lake Community Church (WLCC) at 0630 on Saturday morning for pre-exercise briefing.

The frequencies we will be using will be on the W8GQN Repeater�146.680 P/L 110.7 and 442.375 P/L 103.5 and they will be linked together. If a backup frequency is needed it will be 146.740 P/L 103.5 There will be Amateur Radio Operators from Chippewa and Mackinaw Counties participating along with our group so they can hone their skill necessary to respond to an emergency situation. Also this will allow the CCECPSCO a chance to form an alliance with the Amateur Radio first responders to the North.
PURPOSE
To test the ability of the three county emergency response community to respond to and recover from a mass casualty transportation incident, in real time, under realistic conditions.
OBJECTIVES
Provide effective communications capabilities for simultaneous response to multiple sites.
Emergency Responder will establish an effective command and control structure utilizing Unified Incident Command System.
SCENARIO
Shortly after take off, a terrorist group from a location adjacent to the airport attacks the airliner with a shoulder-fired rocket. The rocket explodes in the port (left) engine nacelle destroying the engine and causing structural damage to the airframe.
The aircrew declares an emergency and requests an immediate return to the airport. The damaged aircraft enters a shallow left turn but is unable to sustain altitude and collides with terrain in a remote area semi-controlled crash landing. The exact location of the crash site is unknown as the plane was below radar when contact was lost. The aircraft breaks up following impact and starts fires in the heavily forested area.
The initial call to the CCE 911 Center is from a parent at the airport who witnessed the missile attacks and called in on a cell phone. The dispatcher can clearly hear screaming and crying in the background before the connection is broken.
EXERCISE CONTROL TEAM
The Exercise Control Team will use a carefully prepared Master Sequence of Events List (MSEL) to monitor the progression of the Full Scale Exercise. A time keeper will accompany the Exercise Controller monitoring play in accordance with the MSEL. Gaps and/or omissions in anticipated responses that result in deviations from the exercise plan will be corrected through the use of pre-planned interjects.
The entire Exercise Control Team will assemble at the Walloon Lake Community Church at 6:30AM, September 16, 2006, for final briefing.
The status of all subcommittee assignments, equipment, and current and forecast weather will be checked and a �go � no go� decision made.
Communication assignments will be made, transportation means verified, and final assignments checked.
Prior to initiation of play, all exercise control team members will report to the Exercise Controller their status as �On Station� and �Go� or �Hold�.
NOTIFICATIONS
Proper notification to all aspects of the community facilitates the focus that maximizes the training opportunity while minimizing concerns and misconceptions.
Prior to the commencement of Operation Black Forest, a public information campaign will be initiated via all media channels. Announcement letters will also be sent to each of the participating school districts and the parents of each play actor.
With the first broadcast from CCE Central Dispatch, notification will be made that �Operation Black Forest is underway�. Each succeeding contact will include telephone, radio, and pager notifications will begin with �this is a training exercise�.
RULES OF PLAY:
Safety
Safety will always be the first consideration. No horseplay is allowed.The Safety Officer appointed by the
Incident Commander has the authority to immediately stop any unsafe practice. The Exercise Controller has the
authority to delay, suspend, or terminate the exercise should conditions warrant.
Stand Down Order
In the event that conditions have deteriorated due to weather, hazardous condition, or other
factor, the Exercise Controller will broadcast over all frequencies an order to stand down and
terminate the exercise.�Operation Black Forest, this is the Exercise Controller.
Terminate Operation Black Forest. All participants stand down and return to station.�
Following the exercise you are invited to Walloon Lake Community Church for lunch and
debriefing. Your role in the exercise will be completed approximately12:00 � 12:30 PM
Complete the exercise critique and turn it into Volunteer Coordinator.
