City of Chesapeake Amateur Radio Emergency Communication
MISSION STATEMENT
To provide communication services for the City of Chesapeake using available resources for public service and emergency communication.
VISION STATEMENT
To deploy efficiently and in a timely manner communication using the most appropriate state-of-art modes
employing all qualified operators that meets the requirements of the served agency or agencies.
Guiding Principles

Serve the requesting agency or agencies.

Give the Incident Commander or the responsible individual in the Incident Command System an accurate
assessment of what resources are available.

Treat all operators humanely and with respect.

Use operators to the best of their abilities.

Remember the operators are volunteers.

Personal and family safety takes precedence.

Respect the operators property

Services and training are not restricted to the City of Chesapeake. However, in a situation of limited
resources, the City of Chesapeake takes precedence.

Respect the privacy of individuals.
Basic Infrastructure
The organization is part of the American Radio Relay League. During a City of Chesapeake Emergency Management request
for assistance, the organization in effect becomes a Radio Amateur Civil Emergency Service (RACES). The local organization
will align itself with the Incident Command System and will be incorporated into either ARES or RACES on a larger level
as regional Emergency Management ICS dictates with the scope of the situation.
