  For about 60 years government employees were the COPS they gave the tests and policed the bands, now HAM volunteers do it, volunteers are the COPS.   I don't have a problem with this, it's just that we have plenty of them & what we need is GOOD teachers!   Please think about this, how are you contributing to wanabee HAMS, by becoming a cop?  If you want to help, TEACH "people interested in radio" to be to be HAMS.   I will. Oh - I forgot, we need balanced HAMS, CW, SSB, FM DIGITAL - operating, hardware ALL of it, we need knowledgeable BALANCED NEW HAMS, so if you aren't one, how could you teach it?  Are you balanced?
