Wapr Meeting
On January 11, 1986 the Wisconsin Amateur Packet Radio Association met at the swapfest sponsored by the West Allis Radio Amateur Club. This swapfest- was very well attended as was the WAPR meeting at 1:00 PM. The committee reported it's actions of the November meeting in Waukesha and also brought forward several items for the action of the main body. These actions will be found in article "WAPR ACTIONS". Verne Buland asked to be replaced on the main committee due to personal work load, and was replaced by WB9YLR, Jack Sides, by a unanimous decision. Two additional members were added to this committee, which are N9BPU, Frank Davis, of Green Bay & K0BAD, Leslie Hittner, of Winona, Minnesota. I might add that Jack is from Lindenhurst, IL, so we have reps from our neighboring states.
WAPR actions
1.) Accepted purpose of association: "To promote and coordinate a
Complete Statewide Network for packet radio in Wisconsin"
2.) Converted the steering committee into a Board of Directors, rather than have
officers.
3.) Created 9 permanent positions on the board.
4.) Decided to have at least 4 general meeting a year. (with option to call
more)
5.) Decided to select new committee and any dues changes at July meeting.
6.) Heard detailed report from digipeater committee, resulting from their
December meeting at Stevens Point (QTH: KD9NV, N9CLE, WA9SOU, N9BQM & KC9NW)
7.) Briefs of Technical Committee, N9EYI & Level 3 Committee, WA9SOU,
WA4COY, WB9WRW.
Digipeaters
N9CLE opened the digipeater report. He noted existing and proposed digipeater sites on a state map. Current digipeater planning that was going on in the state was discussed. The Green Bay folks are planning one in their area after the first of the year, at a temporary location until weather permits it's permanent relocation to Scray's Hill. The Fond du Lac bunch has finally found an ideal location for a digipeater, which will be known as WB9SDA-1. It is expected to be up sometime in February. There is also activity in the Eau Claire-Lacrosse area to provide a link into the Minnesota area. This is great momentum and generous help by packet operators to put together the links of the digipeater network. Hope all the other areas ot the state will see fit to join in too.
Editor Needed
Please give this request some serious consideration. WAPR needs an editor. Up until now, it has been difficult, putting the data together for each months printing-There are willing people in this organization who are willing to write articles. However, what we need is someone who will put if together and send it to Ken (K9EN) in Portage. Ken needs this material in the middle of the month so he can prepare it for printing in the Badger State Smoke Signals. .There are members who subscribe to the TAPR publications, Gateway, FADCA, and Compuserve who would send articles to keep us informed. Green Bay Packets
Green Bay, WI.: No football talk found here! Green Bay has been linked to Milwaukee via KA3OJN, WD9ESH, WB9WRW since about the middle of January. KA9OJN, in New Holstein proved to be the key. And when Dick was able to put his station on 24 hours/day the link became relatively reliable. There are area to link thru but this path is an example.
Sometime in mid—February, crystals are expected for the T unit of a new Green Bay digipeater. It will be in temporary quarters, at 60 watts, and the antenna will be located at about 180 feet above avg. terrain. Watch for a beacon announcement using callsign of WA9SXN. Later in the year, after Northeastern Wisconsin becomes sub-artic, plans are to move the digipeater to more permanent, quarters on Scrays Hill. There will be more on this move in later issues. The New digipeater R/"T unit will be a commercial unit using tighter response skirts. If you have any difficulty accessing it, you might check your center frequency and deviation. Deviation of more than 4 or 4.5 khz will do more harm than good.
There have been several new packet stations on the air in NE Wis. area, including Manitowoc, Kewaunee, and 4 more in Green Bay. There are about a total of 10 in this area now.

Grayslake, IL.., W9ZGS, Verne Buland has opt to remove his MSO from 145.01 to 145.03 to provide more time for the principal users of that frequency.
New BBS'/Gateway operations have been provided by NI9O, Pete of Brookfield and WA3KEC, Roy of Dousman. As of this writing it is understood that these are RLI type and the auto-forwarding capability is unknown.

Packet Map
I know that- most of you have been waiting for a map showing either packet stations or packet-digipeaters. Jack, WB9YLR has sent a map and operators list of Wisconsin , Illinois, and Indiana that we have been working on. However, the status and frequency of some of these stations are questionable. Therefore we are putting it off until the April printing. We would also like to know if you are more interested in a digipeater map of these three states or just a user map of Wisconsin and fringe of other states, send feedback to WAPR or send comments on Packet so we know which you prefer to have. Also, any volunteers to help in this project would be appreciated.
