Telephone Activation Plan Outline
· County Emergency Management officials will contact the County Communications Officer if it becomes necessary to activate RACES. The Communications officer will contact the ARRL Emergency Coordinator, or in his absence, one of the Assistant Emergency Coordinators.
· Agencies served by ARES will contact the Emergency Coordinator, or in his absence, either of the Assistant Emergency Coordinators directly if emergency communication services are needed.
· The EC or AEC may decide to initiate the calling tree by calling the second level members.

The initiation message will be:
”This is a drill” or “This is an actual emergency”. “ARES has been activated.
Please notify the people for whom you are responsible then check into the Emergency
Net as soon as possible for instructions.”
· Second level members in turn will contact the members on the next level of the tree under their respective branches. These members in turn will contact the next level and so on until the whole organization is notified.
- Contact information (Phone numbers, addresses, etc) are available in Appendix A – ARES/RACES Membership Roster.
- If any one person cannot be reached, the person calling must then call the members that person would have called had they been reached.
- Messages should also be left on all answering machines and voice mailboxes although leaving messages does not constitute “contacting” or “notifying” a member. Keep trying until you actually talk to the individual concerned, or until you are certain the member is aware that ARES/RACES has been activated.

If you are unable to contact a member,
notify the Emergency Net Control Station and await instructions.
