Mike Musick, N0QBF, Section OOC announces the appointment of Brian Smith, KI0MB, as an OO. Brian had to pass the extensive FCC Auxillary Examination that is required by the appointment process. Brian Smith, KI0MB, also serves an the Missouri Section Bulletin Manager. Robert Gill, KC0GHY was honored at the Bootheel Amateur Radio Operator of the Year at a dinner in his honor in Kennett, MO. Mr. Gill, has progressed from no-code Tech to Extra Class in 9 months. He organized an Amateur Radio Club at the School in which he teaches and been active in most areas of Amateur Radio operation.
NEW APPOINTMENTS
The ARRL Missouri State Convention in Columbia,
MO was a great success. Steve Ewald, WV1X, from ARRL HQ was the featured
speaker at
the ARRL Forum. The second speaker at the ARRL Forum was Wade Walstrom,
W0EJ, Midwest Director. Wade discussed the actions of the ARRL Board
of Directors at the latest Board meeting. Dale Bagley, K0KY,
MO SM presented a plaque to Steve Ewald and thanked him for his efforts in
behalf of the Missouri Section. Patrick Boyle, K0JPB, presented
a Forum on ARES and he moderated a Forum by the Red Cross, MOVAD, and MARS.
There
was an excellent turnout of ARRL appointees and Affiliated Club members.
The Central Missouri Radio Association, CMRA, leadership and members
did a great job organizing and running the Hamfest / Convention.
Hamfest Chairman, Dewey Bennett, WM0H, provided the needed leadership and
deserves a big pat on the back for a job well done.
The St. Charles Hamfest was fun again this year.
There was a nice turnout of Amateurs and there were some of the usual great
Forums. Glenn Gerken, N0PNQ, had his computer and xcvr set up next
to the building and was giving free demonstrations of PSK-31 and the Digipan
software. Glenn is the Boeing Employees Amateur Radio Society chairman
for the MO QSO party. He said that the date has not been selected yet,
but it should be sometime next spring.
The Hamfest Committee and Ken Fieser, KB0VLN, were very helpful to all
the exhibitors and amateurs that attended the Hamfest.
The St. Charles ARC recently launched Tech Classes for
those interested in learning more about the technology that relates to communications.
The first Session was an introduction to Amateur Radio and demonstrations
of several modes. The modes included, HF Phone, Packet Radio, FM Repeaters,
PSK31, Slow Scan TV and APRS. The SCARC is also starting a "Library"
of equipment that can be checked out (with $20 deposit). The principle
piece of equipment available at this time is a Bird Wattmeter. Other
items will soon be aquired and donations from members will be used to buy
more. Danny , N0RJY, the SCARC Trustee is the keeper of the Library.
The PHD Amateur Radio Association are holding their
yearly Club picnic Sept. 26, 2000. The covered dish event was a great
chance for their membership to get together and enjoy the fellowship that
makes Amateur Radio such a great hobby. At the regular meeting
on November 28, 2000, PHD ARA is going to auction off some of the Club
surplus property. Radios, tuners, coils and etc will be put into use
not into storage.
The Heart of America Radio Club in Kansas City helped
with communications for the 110 mile long Bikers for Babies benefit for the
March of Dimes. About 1000 bikers are expected to take part in the event
according to Larry Staples, W0AIB. The Amateurs were granted permission
to use the
145.39 MHz and 147.29 MHz repeaters during the event. They are planning
an area wide Emergency Communications Drill on November 4, 2000. The
CROP Walk, Walktober Fest, American Royal Parade, and the Rib Run events
will keep the HARC members active during the month of October.
Amateurs need to get out and enjoy the fellowship of
Amateur Radio Hamfests. October is one of the most popular months
for Hamfests. Starting off the month on Oct. 7th, is a fun event in
Warrensburg, MO. The Warrensburg Hamfest is a nice place to pickup
some needed goodies for the Shack.
Next comes the Southside ARC Hamfest in Grandview, MO on Oct 21st.
The final Hamfest in MO is the Halloween Hamfest in Kirkwood, MO on October
28th. More information about these Hamfest can be found by using the
MO Hamfest Webpage link in the table above this report.
The Kimberling ARC has been re-activated
as an affiliated ARRL Club. Kimberling ARC Presidednt Bob Schaack,
K9JAO and the membership of the KARC are to be congratulated for their efforts.
The KARC Vice-President Don Bradford, KC0DGI, and Jim Davis, NQ0G, have
contributed to the leadership needed to accomplish the re-activation.
The re-activation by KARC is great news for the MO Section and will provide
significant benefits to the club membership.
There are several other Section Amateur Radio Clubs
that have for one reason or another have become inactive. If you belong
to a club that needs to re-activate, please contact the MO Section Manager.
ARRL Club Affiliation is one way to help keep the Amateur Spirit growing
and it opens up many

HAMFEST 2000
The ARRL was represented at
15 Missouri Hamfest in the year 2000.
Thousands of Amateurs enjoyed looking
for new and used equipment and
attending forums. Overall,
the attendance at most Hamfests held steady this
year. Some experienced small
increases or decreases in the numbers
attending. The ARRL has donated
over $1700.00 in books for door prizes to
Section Hamfests. The ARRL
hosted Forums at several hamfest to update
Amateurs concerning the Section,
HQ, and FCC.
MO STATE ARRL CONVENTION
The 2000 MO State ARRL Convention
was held in Columbia, MO on
August 26th. Steve Ewald, WV1X,
ARRL HQ Field Services Specialist
presented a program on ARRL Services
and changes. Wade Walstrom,
Midwest Division Director lead the
ARRL Forum. Patrick Boyle, K0JPB,
MO SEC, lead the ARES Forum and moderated
the Red Cross, MOVAD and
MARS Forum. Steve Ewald was
presented a Plaque from the MO ARRL .

the January QST. Dewey Bennett, WM0H, was
the Hamfest/Convention Chairman and
Phil Urquioia, K0DAT is CMRA Pres.
AFFILIATED CLUB ACTIVITY
In 2000 there were two new
ARRL Affiliated Clubs added to the rank. The
Four States ARC in Joplin, MO was
presented with its affiliation certificate on
Feb. 26, 2000 and The Westside Hamsters
were given their Affiliation Certificate
on Aug. 13, 2000. There are
a total of 57Affiliated Clubs in the MO section that
are served by Affiliated Club Coordinator,
Keith Haye, WE0G. There are
presently several other clubs working
to qualify for ARRL Affiliation.
ARRL SECTION APPOINTMENTS
At present there are 51 Emergency
Coordinators, 11 Official Emergency
Stations, and 5 District Emergency
Coordinators Lead by Patrick Boyle, K0JPB,
the SEC. There are 16
Official Observers serving the Section under the
leadership of OOC Mike Musick, N0QBF.
There are 13 Official Relay Stations
and 6 Net Managers Coordinated by
Section Traffic Manager Charles Boyd,
KE0K. Eleven Section Amateurs
serve as Technical Specialist under direction
of Technical Coordinator, Wayland
“Mac” McKenzie, K4CHS. Dennis
McCarthy, AA0A, is Public Information
Coordinator for the Section supporting 12
Public Information Officers.
There is one Local Government Liaison assisted by
State Government Liaison Ernest DeCamp,
KD0UD. Brian Smith, KI0MB,
Section Bulletin Manager has 6 Official
Bulletin Stations.

SECTION APPOINTMENTS
Phil Urquiola, K0DAT, of
Hallsville, MO has been appointed as Net Manager for the sideband version
of Missouri Traffic Net. He has been active as a net control on the
net for some time and is also the current President of the Central Missouri
Radio Association. Phil is an active DXer and Contester and enjoys
traffic handling. He replaces Vergil Eaton, K0IPM, who recently resigned
the position, but continues to be active on the MTN.
Kurt Bleich, KB0HNR, from
California, MO has taken on the postion of District Emergency Coordinator
for District F in Central MO. Kurt is active in skywarn, ARES, and
packet. Kurt is also President of the Mid-Missouri Radio Club.
Central Missouri Amateur
Gene Berck, W9KGJ, has volunteered his club's 440 repeater to be designated
an ARES Emergency Repeater. Mac McKenzie, K4CHS, TC and MO Repeater
Council officer indicated to Gene that the repeater would be designated in
this way in upcoming Repeater Directories.
SEMA COMMUNICATION CONFERENCE
The State Emergency Management Agency sponsored this years Communications Conference at the INN of Grand Glaize Feb. 2 - 3 , 2001. Richard Stump, N0QOI, SEMA Communications Director is still working to get a 6 meter packet system linked throughout the State of Missouri. At the Conference Patrick Boyle, K0JPB, Section Emergency Coordinator lead a discussion by the statewide leaders of ARES and served agencies. Dean Bickford, K0PHI, volunteered to help plan the statewide Simulated Emergency Test for 2001. Individuals present at the meeting included Donald Birk, NA9X, Mike Bellinger, K0UAA, Richard Bleick, KB0ANR, Greg Hibbard, W0ENW, Mac MCClure, Andy Gabbert, KA0TUD, Thad Huff, KC0AQG, Herb Petereit, W0AFY, and Dale Bagley, K0KY. Greg Hibbard, W0ENW, stressed the need for training in traffic handling and that radiograms should be an important of the next statewide SET. Mike Bellinger, W0UAA, shared the excellent 2000 MO Simulated Emergency test plan that he prepared for last years SET. The SEMA COM-CON 2001 provided excellent workshops and forums related to aspects of emergency communications. The forums covered items such as problems with Telephone systems, GPS use in disaster management, Alternative Communications and Access to it, emergency alert systems and several others.
The Amateur Radio community is saddened by the loss of Bud Loar, K0MLH, from Buffalo, MO and Gaylon Patterson, N0XYJ, of St. Charles, MO. Both of these gentlemen were Amateur Radio operators and will be missed by everyone that knew them.
MIDWEST VICE-DIRECTOR
Bruce Frahm, K0BJ, the Midwest Vice-Director, suffered a very mild heart attack just before the ARRL Board of Director's Meeting in Irving, Texas. He had a stent installed and was home the next day. Following the Board Meeting he and his family went for a couple of weeks to the Cayman Islands. Bruce reported that he was feeling fine and was planning to eat better and expand his regular exercise program. I included this item because several MO Section Amateurs had asked about how Bruce was doing.
OFFICIAL OBSERVER ACTIVITIES
The Official Observers
perform important work within our Section. For their work to be successful,
they must conduct their investigations quietly and in a professional manner.
Recently there was a Jammer that was interfering with a local net.
Mike Musick, N0QBF, and Jim Harrell, N0OSV, spent many hours working to resolve
the problem. The Jammers appeared to be unlicensed individuals that
made noises, used fictitious calls just to disrupt normal communications.
The OOs are still on the job, working to identify these bogus operators.
The problem of these jammers is only one of several efforts made by the Official
Observer program in the Section. We are fortunate to have these dedicated
and talented individuals working for us.

HAMFEST REPORT
Ray Pautz, N0RP, and Steve
Dowdy, WJ0I, and the other Shriners did a great job organizing this year's
Ararat Shrine Hambash 2001 in Kansas City, MO. There was a large attendance
of both amateurs and vendors. At the ARRL Forum, Vergil Eaton, K0IPM,,
was presented a Merit award for his efforts as Net Manager for the MTN SSB.
Wade Walstrom, W0EJ, Midwest Director and Bruce Frahm, K0BJ, Midwest Vice-Director
joined Dale Bagley, K0KY, at the ARRL Exhibit and Forum. Phil Urquiola,
K0DAT, was given his certificate of appointment to the position of ARRL
MO Section Traffic Manager for the MO Traffic Net.
APRIL 2001
SECTION HAMFESTS
The Lebanon ARC hosted their Hamfest on
April 7, 2001. The weather cooperated for a nice outdoor Hamfest.
Next year they plan to have the Hamfest in the enclosed Fairgrounds Building.
Greg Maddux, KB0YBZ, Chuck Sears, AA0RK, and the Lebanon Club membership
worked hard to make the Hamfest a success.
The Joplin ARC hamfest was even better this year
with more vendors and increased attendance. Bruce Frahm, Vice Director
of the Midwest Division K0BJ, and Dale Bagley, K0KY MO Section Manager presented
an ARRL Forum at the Hamfest. Ray Brown, KB0STN, JARC President and
Jim Scott, WB0IYC, were the leaders of this year's Hamfest efforts.
AFFILIATED CLUB ACTIVITIES
Suburban Radio Club President Bill Coby, KB0WMG,
reported that Mike Koening, N0PFF, Roy Welch, W0SL had visited the Parkway
Central High School to assist instructor Mary Jo Kohunsky, WB0WVJ in
preparing for contact with the International Space Station. The effort
included installation of radios, antennas guided by working computer controls,
media contacts, and other things too numerous to mention. After 4 hours
of work, the system was successfully tested and ready for the upcoming contact
between students in Parkway Central High School and the International Space
Station. The School Radio Club applied in 1996 to be one of those selected
to contact the astronauts on the Space Station.
The Heart of America Radio Club will assist the
March of Dimes WalkAmerica with their communications needs. This public
service effort is lead by Larry Staples, W0AIB. The HARC has a long
history of assisting with public service communications for a large variety
of organizations. The club does an outstanding job of involving Amateur
Radio operators in events that help sharpen their skills and prepare them
for operating in emergencies.
The Boeing Employees Amateur Radio Society, BEARS
, are teaming with the Gateway to Amateur Radio Club to sponsor an event
for young people at the BEARS Club Station. The young folks will be
treated to a taste of Amateur Radio and HF operation at one of the best Club
Stations in the midwest. BEARS member Dave Bowker, K1FK, has been
working with Scout Troop 189 on a FOX Hunt. Dave designed a 50 to 100
MW 2 meter Transmitter and FM doppler Tracking head that can be used with
any HT. The FOX is contained in a 50 cal Sealed ammo can and has both
a digital voice ID and a MCW ID that alternate when the Hunt being conducted.
The BEARS and Dave are to be congratulated on spreading the great news about
Amateur Radio to the next generation of hams.
SECTION MANAGER COMMENTS
I want to thank all those Amateurs, Affiliated Clubs
and others that have been reaching out to the youth of our Section and introducing
them to the fun and opportunities that Amateur Radio can provide.
The classes for new Amateur Radio operators, the outreach to schools, scouts,
and the Elmering of young folks that become Hams are essential to the growth
and improvement of the Amateur Radio Service. Please pass on
to me or to Keith Haye, WE0G, the Section Affiliated Club Coordinator any
news about your or your club's youth efforts.
Thanks also to all of the Amateurs that take time to
organize Hamfest and Public Services Communications efforts. We sometimes
take for granted the hard work of these individuals. I would suggest
that perhaps a Certificate of Appreciation presented at a Club meeting would
go a long way in letting them know that we appreciate their dedication.
I want to encourage Clubs to contact local Service Clubs,
such as the Rotary, Lions, and etc., and volunteer to give a short 20 to
30 minute program on Amateur Radio. In most clubs there are individuals
that can communicate the positive contributions of Amateur Radio to our
communities. Realizing that we are Amateur Radio operators, it is
still a good idea to dress well and have a planned speech before making
a presentation. We need to make a good impression on the non amateur community
and realize that we are not there to recruit new Hams, but to develop community
support of the Amateur Radio Service.
AFFILIATED CLUBS
The 145.49 Repeater Club of the Springfield Area
has been approved to be an ARRL Affiliated Club. Club President Michael
Blake, N0NQW, of Willard and the rest of the club have worked hard to get
this recognition and the 145.49 Repeater Club is a great addition to the
MO Section Club Family. The 49ers host a nice Hamfest in Springfield
each January and provide support for several repeater systems in the area.
Many Clubs need to update their Data with the ARRL.
If your club has not updated in the past year or so, go to the ARRL
webpage and make the necessary changes. To make changes, after you
are on the ARRL Webpage, click on Clubs at the top of the page. You
can go to your club in two ways. 1. Click on The States and select
MO and you will get a list of all 57 clubs. They are in alphabetical
order, so just find your club and click on its name in blue. 2. In
the blank at the bottom you can type in your club's name and go right to
that location. After you click on the Club Name (in Blue) you will
go to Club Detail Record. At the bottom of the page with information
about your club there is " An authorized club official may submit updated
data for this club record"
Click on the Blue hyperlink and you will be able to make the needed changes.
The Club Address Correction is one of the most important as is the name
of the New President. It only takes a few minutes and it would really
be helpful to everyone that needs to send mailings to your club.
LEGISLATION IN MO
By now most Amateurs in the MO Section have heard about
House Bill 670, related to Cellular Phone Usage. Many of you have
contacted the Section Manager concerning the problem. I contacted
the offices of the Bill's Sponsor Rep Marsha Campbell 39th District (Kansas
City, MO)and Rep Roy Holand, 135 District (Springfield, MO ) and was told
that the bill was dead for this year. The reason for concern for Amateurs
Radio Operators was that the bill exempted CB Radio operators and not Amateurs
from the provisions of the bill. Rep. Campbell has indicated that
Amateurs will be added to the exempted
class when the bill is redrafted and submitted in the next session.
Because of concern that Rep. Campbell might offer HB 670 as an amendment
to a related bill coming from the Senate, 8th District Rep. Gary Wiggans was
asked to have an amendment drafted that would exempt Amateurs. He requested
that the amendment be drafted and it has been sent to his office. He
will offer this amendment should HB 670 be attached to a Senate Bill.
I want to thank all of the Amateurs that Contacted Rep Campbell and Rep.
Holand expressing their concerns about this law that would make it illegal
to operate a motor vehicle and talk on an Amateur Radio. Several have
express their opposition to any bill regulating telecommunications from motor
vehicles. When there is legislation introduced that will impact Amateur
Radio, please contact Dale Bagley, K0KY ARRL MO Section Manager so he
can be aware of the concern.

Monte Hatfield, N4KHM, of Lebanon, MO has been appointed a TEchnical Specialist. Emmett Hohensee, KC0JGJ of St Charles, MO has been appointed a Technical Specialist and as an Official Bulletin Station.

HONORS AND RECOGNITION
Thaddeus Huff, KC0AQG, has been awarded the 2000 Hiram Percy
Maxim Memorial Award. The $1000 award is given each year to an outstanding
Amateur Radio Operator under the age of 21 years. Thaddeus is the
Emergency Coordinator for Shelby County MO. He serves as the Civil Defense
Director of Clarence, MO. He is beginning his 2nd year as a Criminal
Justice Major at Moberly Area Community College. He organized an exhibit
at a Community Resources Fair and developed a Simulated Emergency Test plan
for the ARES operators in NE MO in November 2000.
The ARRL Foundation has awarded a grant of $1000 to the
Hermann, MO Junior High School Bearcat Amateur Radio Club.
The grant was the result of efforts by the school club Trustee, Richard
Lionberger, WB0WCY and teacher Diane Pankau the ARC sponsor. It
is great to see the support of the ARRL for the introducing of Amateur
Radio to our youth and the excellent leadership of those that work with
the school clubs.
