JULY 2000
NEW ASSISTANT SECTION MANAGER

    William "Bill" Coby, KB0MWG, has been appointed Assistant Section Manager for the Missouri Section.  Bill is one of the most active amateur operators in the St. Louis, MO area.  He is currently the President of the Suburban Radio Club and Secretary of the St. Louis Repeater Inc.  He is currently the Emergency Coordinator for St. Louis City.  He is a member of the St. Charles Radio Club,  The Egyptian Radio Club, WB0QXW Repeater, Monsanto Radic Club and the Dayton Amateur Radio Association.   Bill is a Life Member of the ARRL and will be an excellent representative for the ARRL in the St. Louis area.
WASHINGTON HAMFEST
    The Washington Hamfest sponsored by the Zero-Beaters ARC was great this year.  After the fog lifted, the weather was excellent.  Lots of bargains in the Flea Market and a nice number of Commercial Vendors.  A large number of amateurs stopped by the ARRL MO Section booth.  Address labels for the two U.S. Senators and Rep. Kenny Hulsulf were made available for those that wanted to write them to encourage them to sign on to the Spectrum Protection Act that is seeking co-sponsors at this time.   It was a great Hamfest and one that everyone looks forward to each year.


 JUNE 2000
MIDWEST-DAKOTA DIVISION CONVENTION

    Midwest Division Director Wade Walstrom, W0EJ and Dakota Division Director Jay Bellow, K0QB, helped organize an outstanding ARRL Division Convention in South Sioux City, NB.  Excellent programs on QRP, Antenna Construction, URL and ARRL Info Session were well attended.  The Sooland ARA and the Iowa QRP Club were sponsors of the event.  If you have a chance to attend this meeting in two years, The three day event would be worth your time.
SECTION MANAGER TO RUN FOR THAT POSITION
    Dale Bagley, K0KY, has filed the necessary forms to run for the Missouri Section Manager Position.  Since becoming Section Manager he has developed a Missouri Section Webpage, visited many Affiliated Clubs, attended all but one Section Hamfests, and with the efforts of the Central Missouri ARA has organized the ARRL MO State Convention.
NEMO HAMFEST
    Amateurs from all over Missouri, Iowa, and Illinois attended the NCMO Hamfest.  The Elecrart K-2 Forum by Tom Hammond, N0SS and Rich Beckwith, WN0X, and  The Mast Erection Forum by Ed Brockelmeyer, K0EB and Ken Foster, KC0AMH,  were well attended.  D & L Antenna, Associated Radio, and Paul Washa Books were busy most of the day.  The NEMO ARC conducted VE Testing and the Navy-Marine  M.A.R.S. held its State Meeting. The Hamfest is sponsored by Macon County ARC, Tri-County ARC, NEMO ARC and the Linn County ARC.  Cliff Ahrens, K0CA, the Missouri Section ARRL DXCC Card Checker was available to check DXCC cards at the Hamfest.
OZARK REPEATER HAMFEST
    Houston, Missouri hosted the Ozark Repeater Group Hamfest on June 17th at the Texas County Fairgrounds.  WB0W provided an abundance of Amateur Radio equipment and accessories.  The Rain didn't dampen the spirits of the Amateurs attending the Hamfest.  Willie Adey, N0TPE, Club President, Jack White, WD0EIE, Kent Sturgeon, KB0LTN and Jerry Thieman, KB0SFO, and the rest of the Ozark Repeater Group did a great job putting on the Hamfest.
RECENT APPOINTMENTS

    Mike Musick, N0QBF, Section OOC announces the appointment of Brian Smith, KI0MB, as an OO.  Brian had to pass the extensive FCC Auxillary Examination that is required by the appointment process. Brian Smith, KI0MB, also serves an the Missouri Section Bulletin Manager.   Robert Gill, KC0GHY was honored at the Bootheel Amateur Radio Operator of the Year at a dinner in his honor in Kennett, MO.  Mr. Gill, has progressed from no-code Tech to Extra Class in 9 months.  He organized an Amateur Radio Club at the School in which he teaches and been active in most areas of Amateur Radio operation.


AUGUST 2000

NEW APPOINTMENTS

    Kent Trimble, K9ZTV, has been appointed at Net Manager of the Missouri Traffic Net  CW.  This net meets every day at 7:00 p.m. and 9:45 p.m. on 3.585 Mhz. This net is also called the MON.  He is a life member of the ARRL and a former Route Manager for IL.  He is a member of Mid-MO ARC.
HAMFESTS AND CONVENTION
    The SMARC Hamfest in Springfield early in August was well attended.   Mike Blake, N0NQW, Skip Crane, AK0C, Brian Smith, KI0MB, Bulletin Manager, Patrick Boyle, K0JPB, Section Emergency Coordinator and Keith Haye, WE0G, Affiliated Club Coordinator helped with the ARRL table
at the Hamfest.

     The ARRL Missouri State Convention in Columbia, MO was a great success.  Steve Ewald, WV1X, from ARRL HQ was the featured speaker at
the ARRL Forum.  The second speaker at the ARRL Forum was Wade Walstrom, W0EJ, Midwest Director.  Wade discussed the actions of the ARRL Board of Directors at the latest Board meeting.   Dale Bagley, K0KY, MO SM presented a plaque to Steve Ewald and thanked him for his efforts in behalf of the Missouri Section.   Patrick Boyle, K0JPB, presented a Forum on ARES and he moderated a Forum by the Red Cross, MOVAD, and MARS.  There
was an excellent turnout of ARRL appointees and Affiliated Club members.  The Central Missouri Radio Association, CMRA, leadership and members
did a great job organizing and running the Hamfest / Convention.  Hamfest Chairman, Dewey Bennett, WM0H, provided the needed leadership and deserves a big pat on the back for a job well done.

    The St. Charles Hamfest was fun again this year.  There was a nice turnout of Amateurs and there were some of the usual great Forums.  Glenn Gerken, N0PNQ, had his computer and xcvr set up next to the building and was giving free demonstrations of PSK-31 and the Digipan software.  Glenn is the Boeing Employees Amateur Radio Society chairman for the MO QSO party.  He said that the date has not been selected yet, but it should be sometime next spring.
The Hamfest Committee and Ken Fieser, KB0VLN, were very helpful to all the exhibitors and amateurs that attended the Hamfest.

NEW AFFILIATED CLUB
   The Westside Hamsters ARC in Laurie, MO were presented their Affiliated Club Charter at the August 20, 2000 meeting.  In addition to visiting the
club, MO Section Manager Dale Bagley, K0KY, had the opportunity to help with a VE session following the regular meeting.  The Westside Hamsters
have several projects ahead and they are great promoters of Amateur Radio.

SEPTEMBER 2000
SECTION ACTIVITIES

    The St. Charles ARC recently launched Tech Classes for those interested in learning more about the technology that relates to communications.  The first Session was an introduction to Amateur Radio and demonstrations of several modes.  The modes included, HF Phone, Packet Radio, FM Repeaters, PSK31, Slow Scan TV and APRS.   The SCARC is also starting a "Library" of equipment that can be checked out (with $20 deposit).  The principle piece of equipment available at this time is a Bird Wattmeter.  Other items will soon be aquired and donations from members will be used to buy more.   Danny , N0RJY, the SCARC Trustee is the keeper of the Library.
    The PHD Amateur Radio Association are holding their yearly Club picnic Sept. 26, 2000.  The covered dish event was a great chance for their membership to get together and enjoy the fellowship that makes Amateur Radio such a great hobby.   At the regular meeting on November 28, 2000,  PHD ARA is going to auction off some of the Club surplus property.  Radios, tuners, coils and etc will be put into use not into storage.
    The Heart of America Radio Club in Kansas City helped with communications for the 110 mile long Bikers for Babies benefit for the March of Dimes.  About 1000 bikers are expected to take part in the event according to Larry Staples, W0AIB.  The Amateurs were granted permission to use the
145.39 MHz and 147.29 MHz repeaters during the event.  They are planning an area wide Emergency Communications Drill on November 4, 2000.  The CROP Walk, Walktober Fest, American Royal Parade, and the Rib Run events will keep the HARC members active during the month of October.

SECTION APPOINTMENTS
    Patrick Boyle, K0JPB, ARRL MO SEC reports that Ken Bareman,W0KRB, of Springfield, MO has been appointed Emergency Coordinator for Green County.  Kevin Brown, KC0CZI, will be serving as the EC for Cole County.  Kevin is also active in packet and APRS activities in Central MO.
OCTOBER HAMFEST

    Amateurs need to get out and enjoy the fellowship of Amateur Radio Hamfests.  October is one of the most popular months for Hamfests.  Starting off the month on Oct. 7th, is a fun event in Warrensburg, MO.  The Warrensburg Hamfest is a nice place to pickup some needed goodies for the Shack.
Next comes the Southside ARC Hamfest in Grandview, MO on Oct 21st.   The final Hamfest in MO is the Halloween Hamfest in Kirkwood, MO on October 28th.  More information about these Hamfest can be found by using the MO Hamfest Webpage link in the table above this report.

AFFILIATED CLUBS

     The Kimberling  ARC has been re-activated as an affiliated ARRL Club.  Kimberling ARC Presidednt Bob Schaack, K9JAO and the membership of the KARC are to be congratulated for their efforts.  The KARC Vice-President Don Bradford, KC0DGI, and Jim Davis, NQ0G, have contributed to the leadership needed to accomplish the re-activation.  The re-activation by KARC is great news for the MO Section and will provide significant benefits to the club membership.
    There are several other Section Amateur Radio Clubs that have for one reason or another have become inactive.  If you belong to a club that needs to re-activate, please contact the MO Section Manager.  ARRL Club Affiliation is one way to help keep the Amateur Spirit growing and it opens up many

SECTION ACTIVITIES
Hamfest

      Warrensburg Hamfest was well attended this year.  Keith Haye, WE0G, and the rest of the Warrensburg membership did a fine job with the event.  A nice feature of this hamfest is having the Boy Scouts cooked the food for those attending.
        John Seals, WR0R, represented the ARRL at the Southside ARC Hamfest in Grandview.  This year the crowd was large and the Hamfest lived up to it's reputation as one of the better Hamfest in the KC area.  Patrick Boyle, K0JPB, SEC presented a program on the ARES program.
   Halloween Hamfest held in Kirkwood had a large number of amateurs in attendance.  Many of those in attendance stopped by the ARRL Booth.  Fred Langeneckert, WA0US, the former Section Emergency Coordinator and 1999 Suburban Radio Club President was back in the St. Louis area for a visit.
Radio Club Activities
        Bootheel ARC members Robert, KC0GHY, sponsors the Kennett Middle School ARC and Bill, N0JHW, is the sponsor of the Gideon Elementary School Radio Club.  The Clubs communicate on Packet and 2-meters.  The Students are building Crystal sets, Transistor amplifiers and Code Practice Oscillators.   The BARC will hold a VE Testing Session on Nov. 11, 2000
        The PHD ARA  will be holding their Surplus Equipment Auction in November at the Regular Club Meeting on the 28th
at 7:00 P.M.  The MO-KAN VEC program reports that their upgrade turnaround time is about 7 days.
        The Heart of America Radio Club has been busy with their communications support of the Walktober Fest, America Royal
Parade, and the Rib run. On November 4th HARC will be holding their Simulated Emergency Test and area-wide Emergency Communications Drill.
        The Kimberling ARC has a complete packet system for a member to use if they have a 2-meter antenna available.  KARC is currently planning their annual Christmas Dinner on Dec. 12th.  The meal will be $14.00 and members are to bring an unwraped gift for the after dinner drawing.
        TheMid Missouri ARC, from the Jefferson City, MO area, did an outstanding job at the Boy Scout's Jamboree at the State Fairgrounds in Sedalia, MO.  Alan Braun, NS0B, was in charge of the Communications exhibit.  About 1500 Scouts attended the event and many learned of the possibilities provided by Amateur Radio.  The Hams Demonstrated HF, Packet, APRS, ATV, and other modes for the Scouts.

Section Manager Election

    Rosalie White, K1STO,  Field & Educational Services Manager announced that Dale Bagley, K0KY, has been reelected as the Section Manager for the Missouri Section.  His new term will begin January 1, 2001 and run for two years.   It is an honor to serve the ARRL and the Amateur Radio Community of Missouri.  There has been significant progress made in the Section through the hard work of the Section Appointees and the Section Manager.  With the help of the ARRL Section membership, Section Appointees and the Section Cabinet, there will be more improvement in the next two years.  Your suggestions and support are essential to the success of our Section.

SSB Traffic Net Manager Retires

    Virgil Eaton, K0IMP, has submitted his resignation as Section Traffic Net Manager.  He has not been feeling well lately and he
was having some rig problems.  Virgil has done a great job as NM for the SSB Traffic Net and is an excellent example of how a Net Manager should operate.  We really appreciate the many years of service to Amateur Radio that Virgil has provided.  His efforts have made a real contribution to Amateur Radio in our Section.  You can find Virgil on the MTN SSB most nights.  If you get a chance, pass on your thanks to him.

SEMA Communications Conference

    The State Emergency Management Agency will once again conduct a Communications Conference Feb 2-3, 2001 held at the INN at Grand Glaize, Osage Beach, MO  This year the Focus will be on new and emerging technology, internet security, and Disaster Communications.  There will be 5 different Breakout sessions that will be repeated once for participants to attend.  If you are involved with Disaster Communications and are interested in this conference, contact SEMA Conference Coordinator, Kathy Zumwalt at (573-634-7966) for more information.

Silent Key Report

    Tom Hammond, N0SS, reported the passing of Edward Kenney, WD0FDU,  and Blair Carmichael, WB0PLY, who were members of the Mid Missouri ARC.   They will be missed by all those that knew and cared for them.

2000 MO SECTION SUMMARY

HAMFEST 2000
 The ARRL was represented at 15 Missouri Hamfest in the year 2000.
Thousands of Amateurs enjoyed looking for new and used equipment and
attending forums.  Overall, the attendance at most Hamfests held steady this
year.  Some experienced small increases or decreases in the numbers
attending.  The ARRL has donated over $1700.00 in books for door prizes to
Section Hamfests.  The ARRL hosted Forums at several hamfest to update
Amateurs concerning the Section, HQ, and FCC.

MO STATE ARRL CONVENTION
 The 2000 MO State ARRL Convention was held in Columbia, MO on
August 26th.  Steve Ewald, WV1X, ARRL HQ Field Services Specialist
presented a program on ARRL Services and changes.  Wade Walstrom,
Midwest Division Director lead the ARRL Forum.   Patrick Boyle, K0JPB,
MO SEC, lead the ARES Forum and moderated the Red Cross, MOVAD and
MARS Forum.  Steve Ewald was presented a Plaque from the MO ARRL .
A photo of that is on page 82 of the January QST.   Dewey Bennett, WM0H, was
the Hamfest/Convention Chairman and Phil Urquioia, K0DAT is CMRA Pres.

AFFILIATED CLUB ACTIVITY
 In 2000 there were two new ARRL Affiliated Clubs added to the rank. The
Four States ARC in Joplin, MO was presented with its affiliation certificate on
Feb. 26, 2000 and The Westside Hamsters were given their Affiliation Certificate
on Aug. 13, 2000.  There are a total of 57Affiliated Clubs in the MO section that
are served by Affiliated Club Coordinator, Keith Haye, WE0G.  There are
presently several other clubs working to qualify for ARRL Affiliation.

ARRL SECTION APPOINTMENTS
 At present there are 51 Emergency Coordinators, 11 Official Emergency
Stations, and 5 District Emergency Coordinators Lead by Patrick Boyle, K0JPB,
the SEC.   There are 16 Official Observers serving the Section under the
leadership of OOC Mike Musick, N0QBF.  There are 13 Official Relay Stations
and 6 Net Managers Coordinated by Section Traffic Manager Charles Boyd,
KE0K.  Eleven Section Amateurs serve as Technical Specialist under direction
of Technical Coordinator, Wayland “Mac” McKenzie, K4CHS.   Dennis
McCarthy, AA0A, is Public Information Coordinator for the Section supporting 12
Public Information Officers.  There is one Local Government Liaison assisted by
State Government Liaison Ernest DeCamp, KD0UD.  Brian Smith, KI0MB,
Section Bulletin Manager has 6 Official Bulletin Stations.
Dale Bagley, K0KY is Section Manager with two assistant SectionManagers
John Seals, WR0R and Bill Coby, KB0WMG.  There is over 140 Station and
Section Appointments in the Missouri Section.


FEBRUARY 2001

SECTION APPOINTMENTS

    Phil Urquiola, K0DAT, of Hallsville, MO has been appointed as Net Manager for the sideband version of Missouri Traffic Net.  He has been active as a net control on the net for some time and is also the current President of the Central Missouri Radio Association.  Phil is an active DXer and Contester and enjoys traffic handling.  He replaces Vergil Eaton, K0IPM, who recently resigned the position, but continues to be active on the MTN.
    Kurt Bleich, KB0HNR, from California, MO has taken on the postion of District Emergency Coordinator for District F in Central MO.  Kurt is active in skywarn, ARES, and packet.  Kurt is also President of the Mid-Missouri Radio Club.
    Central Missouri Amateur Gene Berck, W9KGJ, has volunteered his club's 440 repeater to be designated an ARES Emergency Repeater.  Mac McKenzie, K4CHS, TC and MO Repeater Council officer indicated to Gene that the repeater would be designated in this way in upcoming Repeater Directories.

SEMA COMMUNICATION CONFERENCE

    The State Emergency Management Agency sponsored this years Communications Conference at the INN of Grand Glaize Feb. 2 - 3 , 2001.  Richard Stump, N0QOI, SEMA Communications Director is still working to get a 6 meter packet system linked throughout the State of Missouri.  At the Conference Patrick Boyle, K0JPB, Section Emergency Coordinator lead a discussion by the statewide leaders of ARES and served agencies.  Dean Bickford, K0PHI, volunteered to help plan the statewide Simulated Emergency Test for 2001.  Individuals present at the meeting included Donald Birk, NA9X, Mike Bellinger, K0UAA, Richard Bleick, KB0ANR, Greg Hibbard, W0ENW, Mac MCClure, Andy Gabbert, KA0TUD, Thad Huff, KC0AQG, Herb Petereit, W0AFY, and Dale Bagley, K0KY.   Greg Hibbard, W0ENW, stressed the need for training in traffic handling and that radiograms should be an important of the next statewide SET.  Mike Bellinger, W0UAA, shared the excellent 2000 MO Simulated Emergency test plan that he prepared for last years SET.  The SEMA COM-CON 2001 provided excellent workshops and forums related to aspects of emergency communications.  The forums covered items such as problems with Telephone systems, GPS use in disaster management, Alternative Communications and Access to it, emergency alert systems and several others.

Silent Keys

    The Amateur Radio community is saddened by the loss of Bud Loar, K0MLH, from Buffalo, MO and Gaylon Patterson, N0XYJ, of St. Charles, MO.  Both of these gentlemen were Amateur Radio operators and will be missed by everyone that knew them.

 MIDWEST VICE-DIRECTOR

    Bruce Frahm, K0BJ, the Midwest Vice-Director, suffered a very mild heart attack just before the ARRL Board of Director's Meeting in Irving, Texas. He had a stent installed and was home the next day. Following the Board Meeting he and his family went for a couple of weeks to the Cayman Islands.  Bruce reported that he was feeling fine and was planning to eat better and expand his regular exercise program.  I included this item because several MO Section Amateurs had asked about how Bruce was doing.

OFFICIAL OBSERVER ACTIVITIES

    The Official Observers perform important work within our Section.  For their work to be successful, they must conduct their investigations quietly and in a professional manner.  Recently there was a Jammer that was interfering with a local net.  Mike Musick, N0QBF, and Jim Harrell, N0OSV, spent many hours working to resolve the problem.  The Jammers appeared to be unlicensed individuals that made noises, used fictitious calls just to disrupt normal communications.   The OOs are still on the job, working to identify these bogus operators.  The problem of these jammers is only one of several efforts made by the Official Observer program in the Section.  We are fortunate to have these dedicated and talented individuals working for us.
 
 


MARCH 2001

#1 SCHOOL/COLLEGE CLUB IN U.S.

    The Ozark Bible College ARC was selected as the top School/College ARC in the United States.  The Club located in Springfield, MO is under the leadership of Bob Patterson, K5DZE who serves as Club Advisor/ Trustee.   The winner of the Club 2000 Achievment award will be presented with a prize of $1000.00.  The Club President is Matt, N9ZT a student at OBCARC.

RADIO CLUB NEWS

    The Kimberling ARC is continuing its tradition of support of their community by sponsoring a semi-annual books, craft and bake sale.
the profit goes to the Kimberling Area Library.  Harry Fink, N9MVY, Jim Davis, NQ0G, Bob Schaack, K9JAO, Bob Sheets, Tom Harrison, N0QGL, Steve Horner, N0WXY, and Paula Duple, K0ONB, were involved in getting an internet dedicated computer for the Library.
    Suburban Radio Club will be providing support for the National Multiple Sclerosis Society fundraiser walks on April 1, 2001.  Joe La Greek, N0OTM, received the 2000 Spirit of Suburban Award for his time and efforts with the "MS 150 Bike Tour" fund raiser.
    The Callaway Amateur Radio League in Fulton, MO and many other Radio Clubs in the Section participated in the National Weather Preparedness Test on March 13, 2001.  Emery, KC0MV, acted as CARL Weather net control.
    The Boeing Employees Amateur Radio Society in St. Louis reported in their Newsletter that their sister BEARS group in Washington was very active in Amateur Radio Response to the Earthquake in the Northwest.   Their Repeater, K7NWS, was active immediately and linked to repeaters in both Washington and Oregon.   St. Louis B.E.A.R.S. utilizing the leadership of Ed, N0WDI will help with the March of Dimes Walk April 28, 2001.   The Boeing Club is working hard on the MO QSO Party and will be meeting to settle the rules for the event.
    The St. Charles ARC enjoyed an excellent program by Audio/RF guru Bob Heil, K9EID.  Bob Heil, was honored in the words of SCARC President Ron Ochu, KO0Z "For he truly exemplifies the spirit of amateur radio.".  The SCARC's Club Training program under the leadership of Rick, W0PC, is currently conducting a code class to help amateurs upgrade their license.  The Training Program will continue on April 19, 2001 with a General Class License Course and 30 minute code practice before the class begins.  To learn more about

HAMFEST REPORT
    Ray Pautz, N0RP, and Steve Dowdy, WJ0I, and the other Shriners did a great job organizing this year's Ararat Shrine Hambash 2001 in Kansas City, MO. There was a large attendance of both amateurs and vendors. At the ARRL Forum,  Vergil Eaton, K0IPM,, was presented a Merit award for his efforts as Net Manager for the MTN SSB.   Wade Walstrom, W0EJ, Midwest Director and Bruce Frahm, K0BJ, Midwest Vice-Director joined Dale Bagley, K0KY, at the ARRL Exhibit and Forum.  Phil Urquiola, K0DAT, was given his certificate of appointment to the position of ARRL MO Section Traffic Manager for the MO Traffic Net.
 
 

APRIL 2001

SECTION HAMFESTS

    The Lebanon ARC hosted their Hamfest on April 7, 2001.  The weather cooperated for a nice outdoor Hamfest.  Next year they plan to have the Hamfest in the enclosed Fairgrounds Building.  Greg Maddux, KB0YBZ, Chuck Sears, AA0RK, and the Lebanon Club membership worked hard to make the Hamfest a success.
    The Joplin ARC hamfest was even better this year with more vendors and increased attendance.  Bruce Frahm, Vice Director of the Midwest Division K0BJ, and Dale Bagley, K0KY MO Section Manager presented an ARRL Forum at the Hamfest.  Ray Brown, KB0STN, JARC President and Jim Scott, WB0IYC, were the leaders of this year's Hamfest efforts.

AFFILIATED CLUB ACTIVITIES

    Suburban Radio Club President Bill Coby, KB0WMG, reported that Mike Koening, N0PFF, Roy Welch, W0SL had visited the Parkway Central High School to assist instructor Mary Jo Kohunsky,  WB0WVJ in preparing for contact with the International Space Station.  The effort included installation of radios, antennas guided by working computer controls, media contacts, and other things too numerous to mention.  After 4 hours of work, the system was successfully tested and ready for the upcoming contact between students in Parkway Central High School and the International Space Station.  The School Radio Club applied in 1996 to be one of those selected to contact the astronauts on the Space Station.
    The Heart of America Radio Club will assist the March of Dimes WalkAmerica with their communications needs.  This public service effort is lead by Larry Staples, W0AIB.  The HARC has a long history of assisting with public service communications for a large variety of organizations.  The club does an outstanding job of involving Amateur Radio operators in events that help sharpen their skills and prepare them for operating in emergencies.
    The Boeing Employees Amateur Radio Society, BEARS , are teaming with the Gateway to Amateur Radio Club to sponsor an event for young people at the BEARS Club Station.  The young folks will be treated to a taste of Amateur Radio and HF operation at one of the best Club Stations in the midwest.   BEARS member Dave Bowker, K1FK, has been working with Scout Troop 189 on a FOX Hunt.  Dave designed a 50 to 100 MW 2 meter Transmitter and FM doppler Tracking head that can be used with any HT.  The FOX is contained in a 50 cal Sealed ammo can and has both a digital voice ID and a MCW ID that alternate when the Hunt being conducted.  The BEARS and Dave are to be congratulated on spreading the great news about Amateur Radio to the next generation of hams.

SECTION MANAGER COMMENTS

    I want to thank all those Amateurs, Affiliated Clubs and others that have been reaching out to the youth of our Section and introducing them to the fun and opportunities that Amateur Radio can provide.   The classes for new Amateur Radio operators, the outreach to schools, scouts, and the Elmering of young folks that become Hams are essential to the growth and improvement of the Amateur Radio Service.   Please pass on to me or to Keith Haye, WE0G, the Section Affiliated Club Coordinator any news about your or your club's youth efforts.
    Thanks also to all of the Amateurs that take time to organize Hamfest and Public Services Communications efforts.  We sometimes take for granted the hard work of these individuals.  I would suggest that perhaps a Certificate of Appreciation presented at a Club meeting would go a long way in letting them know that we appreciate their dedication.
    I want to encourage Clubs to contact local Service Clubs, such as the Rotary, Lions, and etc., and volunteer to give a short 20 to 30 minute program on Amateur Radio.  In most clubs there are individuals that can communicate the positive contributions of Amateur Radio to our communities.  Realizing that we are Amateur Radio operators, it is still a good idea to dress well and have a planned speech before making a presentation. We need to make a good impression on the non amateur community and realize that we are not there to recruit new Hams, but to develop community support of the Amateur Radio Service.

AFFILIATED CLUBS

    The 145.49 Repeater Club of the Springfield Area has been approved to be an ARRL Affiliated Club.  Club President Michael Blake, N0NQW, of Willard and the rest of the club have worked hard to get this recognition and the 145.49 Repeater Club is a great addition to the MO Section Club Family.  The 49ers host a nice Hamfest in Springfield each January and provide support for several repeater systems in the area.
    Many Clubs need to update their Data with the ARRL.   If your club has not updated in the past year or so, go to the ARRL webpage and make the necessary changes.  To make changes, after you are on the ARRL Webpage, click on Clubs at the top of the page.  You can go to your club in two ways.  1. Click on The States and select MO and you will get a list of all 57 clubs.  They are in alphabetical order, so just find your club and click on its name in blue.  2. In the blank at the bottom you can type in your club's name and go right to that location.  After you click on the Club Name (in Blue) you will go to Club Detail Record.  At the bottom of the page with information about your club there is " An authorized club official may submit updated data for this club record"
Click on the Blue hyperlink and you will be able to make the needed changes.  The Club Address Correction is one of the most important as is the name of the New President.  It only takes a few minutes and it would really be helpful to everyone that needs to send mailings to your club.

LEGISLATION IN MO

    By now most Amateurs in the MO Section have heard about House Bill 670, related to Cellular Phone Usage.  Many of you have contacted the Section Manager concerning the problem.  I contacted the offices of the Bill's Sponsor Rep Marsha Campbell 39th District (Kansas City, MO)and Rep Roy Holand, 135 District (Springfield, MO ) and was told that the bill was dead for this year.  The reason for concern for Amateurs Radio Operators was that the bill exempted CB Radio operators and not Amateurs from the provisions of the bill.  Rep. Campbell has indicated that Amateurs will be added to the exempted
class when the bill is redrafted and submitted in the next session.  Because of concern that Rep. Campbell might offer HB 670 as an amendment to a related bill coming from the Senate, 8th District Rep. Gary Wiggans was asked to have an amendment drafted that would exempt Amateurs. He requested that the amendment be drafted and it has been sent to his office.  He will offer this amendment should HB 670 be attached to a Senate Bill.   I want to thank all of the Amateurs that Contacted Rep Campbell and Rep. Holand expressing their concerns about this law that would make it illegal to operate a motor vehicle and talk on an Amateur Radio.  Several have express their opposition to any bill regulating telecommunications from motor vehicles.  When there is legislation introduced that will impact Amateur Radio, please contact Dale Bagley, K0KY  ARRL MO Section Manager so he can be aware of the concern.

WEBPAGE UPDATES

   The MO Section Webpage has not been updated for over a month and the simple reason is that My modem in my computer died and I lacked an FTP utility on my new HP computer.  As of now, I have a Demo FTP program and should be able to update  the page for at least a month or two.

HAMFESTS

   The Month of June included a nice Hamfest in Macon,  MO, the North Central MO Hamfest, sponsored by The Tri-County ARC, NEMO ARC, Macon ARC and the Schuyler County ARC.
Mel Whitten, K0PFX, presented a great program on digital modes and Roy Parker, AA0B the Central MO guru on QRP Construction did a neat QRP forum.  If you go to next years Hamfest, don't miss the great Juicy Burgers. 
   The Ozark Mountian Repeater Group held its Hamfest in Houston, MO.  Willie Adey, N0TPE, and the group did an excellent job welcoming all of those that attended.  The weather this year was a big improvement over the downpour that marked last year's event.  
   The Month of July will start off on July 16, 2001 with one of the best outdoor Hamfest of the year at the Washington Fairgrounds (Hillerman Park) in Washington MO.  The Zero Beaters Hamfest is a tradition that has stood the test of time. Bring your Flashlights and start early,.  At least that seems to be the idea of a great number of Hamfest goers.  Stop by the ARRL table and say hello..
Next up on July 21, 2001 will be the Warrensburg Hamfest Sponsored by the Warrensburg ARC.  This year the date and location are new.  Located in Central MO State University

AMATEUR LEGISLATIVE ALERT SYSTEM

   Because of the need to communicate with large numbers of ARRL Members and other Amateurs on  Legislative issues related to Amateur Radio, an e-mail Alert system is being developed.  Amateurs throughout the State of MO are encouraged to add their e-mail addresses to a list that will be used to share information concerning Legislation in the State of MO that will impact on Amateur Radio in either a positive or negative way.  Those on the list will besent information about Filed Legislation, Hearings, and how it will affect Amateur Radio in MO.  There will be a link to the MO Legislature webpage so that amateurs can determine the addresses, e-mail address or phone number of their legislature so that they can contact these individuals and express their views.  If you want on this e-mail alert system send an e-mail to that effect to the MO Section Manager or Sign-up on the sheets provided at Section Hamfests.  We will see if this system will get more information to Section Amateurs or if we need to develop another strategy

HONORS AND RECOGNITION

   Thaddeus Huff, KC0AQG, has been awarded the 2000 Hiram Percy Maxim Memorial Award.  The $1000 award is given each year to an outstanding Amateur Radio Operator under the age of 21 years.   Thaddeus is the Emergency Coordinator for Shelby County MO. He serves as the Civil Defense Director of Clarence, MO.  He is beginning his 2nd year as a Criminal Justice Major at Moberly Area Community College.  He organized an exhibit at a Community Resources Fair and developed a Simulated Emergency Test plan for the ARES operators in NE MO in November 2000. 
   The ARRL Foundation has awarded a grant of $1000 to the Hermann, MO Junior High School  Bearcat Amateur Radio Club.  The grant was the result of efforts by the school club Trustee, Richard Lionberger, WB0WCY and teacher Diane Pankau the ARC sponsor.   It is great to see the support of the ARRL for the introducing of Amateur Radio to our youth and the excellent leadership of those that work with the school clubs.

LATEST SECTION APPOINTMENTS

   Larry Ballew, AB0HP, has been appointed as  an Assistant Section Manager.  Larry has an Extra Class License and works as a communications specialist for the State of MO.   His support of the ARRL program in the MO Section is very much appreciated. 
      Bryan Nehl, K0EMT, of California, MO has been appointed the  Emergency Coordinator for Moniteau County and
   Don Moore, KM0R,  of Columbia, MO has been appointed the Emergency  Coordinator for Boone County.  The MO Section is fortunate that talented  Amateur Radio operators such as Bryan and Don volunteer to serve their communities.
      A big THANKS goes out to John Magnuson, N0EG, from Columbia,  MO for all of his work over the years as the Emergency Coordinator for Boone  County.   John has done a great job and his efforts are very much appreciated.
   

  HAMFEST IN AUGUST
 
 

      August 4th the Ozark Regional Ham Radio and Computer Swap  Meet will be held in Springfield, MO at the University Plaza Trade Center.   Admission $5.00 Children 15 and under free. 8:00 am to 1:00 pm.  ARRL  Forum at the event.
      August 25th  The Central Missouri Radio Association Hamfest  and ARRL MO State Convention will be held in Columbia, MO at the National  Guard Armory  (located 4.5 miles N of I-70 on Hwy 63  Prathersville  Exit) .   There will be Forums on APRS,  Emergency Communication  / NWS, and the ARRL Forum.
      Aug 26th  The St. Charles ARC Hamfest will be held in  the VFW Building  on 66VFW Lane in St. Charles, MO   THIS IS A NEW LOCATION!!  For more information check webpage....   http://www.qth.com/wb0hsi/   Great Prizes, Great Forums, Free Admission.  
 
  BILL BUNTING, N5SAL
 
 
     Bill Bunting, N5SAL, the warning coordinator for the National  Weather Service at Pleasant Hill, MO has been promoted
  to Meteorologist-in-Charge at the NWS Forecast Center in Ft. Worth, TX.   Bill has spent years helping with Storm Spotter Training in the Western portion of Missouri.   He has earned the promotion and his efforts has helped improve warnings to communities all over his region of responsibility.   He will be missed.   Bill's replacement as warning coordinator is not  known at this time.
LEGISLATIVE ALERT SYSTEM

   Nearly 100 Missouri Amateurs have signed up so far as part of the Legislative alert system.  When Legislation is introduced that will impact Amateur Radio, those on the list will receive an e-mail alert .  In September a test message will be sent to those on the system.  It is expected that some of the e-mail addresses are incorrect so efforts will be made to contact those individuals who's message didn't get delivered. CMRA HAMFEST / ARRL MO STATE CONVENTION

   Dale Huffington, AE0S, and the Central Missouri Radio Association members did a great job with this year's Hamfest / Convention.  A large number of commmercial vendors and interesting Forums.  Matt Bleich, KB0HNR , presented the forum on APRS.  Dennis McCarthy, K0WXF , of the National Weather Service made an excellent presentation.   Patrick Boyle, K0JPB,  MO Section Emergency Coordinator presented EC Certificates to Don Moore, KM0R, of Boone County, and Bryan Nehl, K0EMT of Moniteau County. 
                      Dan Miller, K3UFG, Education and Certification  Specialist   from the ARRL HQ was the featured speaker at the ARRL Forum. He updated  those in attendence on the Courses Available and Planned   as   part of the ARRL  Certification Program.  He had both Level 1 and  Level   2 text books available  for the Emergency Communications Course.    Antenna    Modeling and RFI solutions  will be the next courses available   in the future.     The dates have not  been established at this time.
    Wade Walstrom, W0EJ, Midwest Director spoke about the activities of the ARRL Board and its efforts to get protection for Amateur Antenna rights, the Log Book of the World, and Novice Band refarming.   He presented Thaddeus Huff, KC0AQG, the Hiram Percy Maxim Memorial Award plaque and a check for $1000.00 .   Dale Bagley, K0KY , MO SM give an update on legislation efforts, the Grant to Hermann Jr. High Bearcats ARC, and the need for Affiliated Radio Clubs to keep their Club information up to date.  The SM presented Larry Ballew, AB0HP with is Certicate of Appointment as Assistant Section Manager.

ST. CHARLES HAMFEST 2001
 
   The St. Charles ARC moved their Hamfest to the VFW Hall on old Hwy 94 and it seemed that everyone liked the idea.  There was a large crowd of Amateurs and exhibitors.  The Hamfest still had available the Brats and Dogs that were an important part of the Hamfest Feeling.   The MO Repeater Council met and discussed repeater coordination in the State.  The Group will not collect dues for the next couple of years, but when filling out the yearly forms the trustee needs to indicate that the repeater is coordinated  by the MRC.  
   Wade Walstrom, W0EJ, Midwest ARRL Director, presented a 75 year anniversary Certificate of ARRL Affiliation to the OBP #1 ARC.  Jim Glasscock, W0FF and Ken Scott, W9VHL ,  represented the club and accepted the Certificate.

SMARC HAMFEST

    Woody Moore, W0ODY, and the SMRAC Membership did their usual good job organizing this year's Hamfest.
Fred Drake, KI0ET, reported that his son Aaron Drake, KB0VKZ , was awarded the QCWA $1000.00 Scholarship as a result of his excellent qualifications.   Ken Baremore, W0KRB , gave an interesting program on ARES preparations and demonstrated some of the various types of portable power units that can be made or purchased.  He stressed the importance of being prepared when undertaking a communications emergency operation.  Unprepared operators can be a burden and not a help in some circumstances.  The ARRL Forum was well attended and there was good program on APRS presented also.

ITEMS OF INTEREST

     The Zero Beaters ARC Hamfest in Washington MO was lots of fun this year.  The weather was absolutely beautiful.  There are a few photos of the Hamfest on line and can be seen at the html provided.

     The 145.49ers Repeater Group hosted a ARRL Affiliated Club Charter Dinner in Springfield, MO.  President Michael Blake, N0NQW, and most of the club members and their family members were in attendence.  Dale Bagley, K0KY, MO Section Manager presented the Charter of Affiliation and thanked the membership for their efforts in behalf of Amateur Radio.

   The Hannibal ARC and the Western IL ARC Jointly sponsored a special events station at the Cardiff Hill Lighthouse in Hannibal, MO.  They made over 1600 contacts on  Aug 4 - 5, 2001.  The Special Event Station  W0MTL worked 52 Countries, 34 on SSB, and 38 on CW.  There were 49 States contacted, and a Hawaii contact would have given them a clean sweep. Thirtytwo Amateurs participated and visited the Special Event Station.  Cliff Ahrens, K0CA, helped organize the event.
