This little fellow is a Peacock Flounder (Bothus lunatus).  These are very difficult to spot because they can rapidly change color to blend in with their surroundings.  Look closely at the two eyes on stalks and you will see he has rotated one around to the rear watch me.  The "rudder" sticking up behind the eye stalks is actually a pectoral fin.
