CONSTITUTION

PREAMBLE:    We, the  undersigned, being  desirous  to  secure for ourselves the pleasures and benefits of the association of persons   commonly interested  in  Amateur   Radio,   by furthering  better cooperation among its members,  develop individual efficiency, furthering the interest of radio in the  general community, do hereby constitute ourselves the UPPER KITTITAS COUNTY AMATEUR RADIO CLUB and do enact this constitution as our governing law.

ARTICLE I

MEMBERSHIP:

Section 1:        All  persons interested in amateur radio shall be eligible for membership. Membership shall be by application and election upon such terms as the Club shall by its By-Laws provide.

Section 2:        All  members  who  are licensed amateurs shall  have  full voting  privileges.   All  members who  are  not  licensed amateurs  shall  have  all  privileges  accorded  licensed members, except that they shall not have voting rights.

ARTICLE II

OFFICERS:

Section 1:           The  officers  of  this  Club  shall  be:  President, Vice President, and Secretary-Treasurer.

Section 2:           The  officers  of the Club shall be nominated each October. The Vice President shall become the President for the following year. The  election for a term of one year will be by ballot of the members present, provided there is a quorum, at the first  regularly scheduled meeting  in November. The newly elected Officers will take office the following January.

Section 3:           Vacancies  occurring  between elections must be filled  by special ballot at the next regular meeting after a withdrawal or resignation is announced.

 

Section 4:           Officers  may be removed by motion and must be approved by a three-fourths vote of the total membership.

 

 

 

ARTICLE III

 

DUTIES OF OFFICERS:

Section 1:           The  President shall preside at all meetings of this  Club and conduct the meeting according to the rules adopted; the President shall  enforce  the  observance of this  Constitution  and By-Laws;  decide all questions of order; sign all official documents  that  are adopted by the Club; and perform  all customary duties pertaining to the office of President.

Section 2:           The  Vice President  shall  assume  all  the duties of the President in the absence of the latter.

Section 3:           The  Secretary-Treasurer   shall  keep  a  record  of  the proceedings  of  all  meetings, keep a  roll  of  members, submit   applications   for  membership,  carry on all correspondence, read  communications  at  each  meeting, notify  members of special business requiring a vote,  and notify  each  member of any change to a scheduled  meeting of the  Club  except  when  excused  by  action  under the By-Laws.  The Secretary-Treasurer will,  at the  expiration  of the the term, turn over everything in  their possession  belonging  to the Club to the  successor. The Secretary-Treasurer shall receive  and receipt for all monies paid to the Club; shall shall keep an accurate account of all monies  received and  expended. This officer shall  pay no bills  without  proper  authorization  by  the Club or its officers constituting  a business committee; shall at any time  requested by  the President or a majority of the members  of the  Club,  submit  an  itemized  statement of disbursements and receipts, but in no case less often than once each six months.

Section 4:           The Secretary-Treasurer shall assume all the duties of the President  in  the  absence  of  the  President  and  Vice President. The President, Vice  President, and Secretary­Treasurer shall act  as  a committee of three to carry out the following duties: Manage the activities of  the  Club, organize  contests for enjoyment,  and  general interest maintenance.    Maintain  close   liaison  with  the  ARRL Emergency Co-ordinator or SEC, who  has  jurisdiction,  in order to further the  fullest possible  Club participation in the ARRL Emergency Corps. Shall keep  themselves informed of the normal  operating frequencies and hours and type of operation   of  each   member  to facilitate   emergency organization  and  to  help  in  planning general interest activities.  
Shall  encourage  new stations  in reporting activities properly to the Club and to the elected Section Communications official of the ARRL;  all  these things to make the standing of the Club and amateur radio activities in the community  as outstanding  as   possible;  and  may appoint  traffic  committees  or  assistants   to  aid  in specific branches  of activity.

ARTICLE IV

MEETINGS:

Section 1:           The By-Laws provide for regular and special meeting.

 

Section 2:           At meetings,  one-third  of  the  paid  up  membership  shall constitute a quorum for transaction of business.

 

ARTICLE V

 

DUES:

Section 1:           The  Upper Kittitas County Amateur Radio Club by  majority vote  of  two-thirds  of  paid  up  members, may levy upon the general membership such  dues  or assessments as shall be deemed necessary for  the business  of the organization within its objectives as set forth in  the  Preamble. Non­payment of such  dues  or assessments  shall  be cause for expulsion  from  the  Club  within  the  discretion of the membership.

ARTICLE VI

 

QRM AND MEMBERSHIP ASSISTANCE:

Section 1:           This  Club  shall  establish  appropriate  rules  for  the prevention   of  interference  in  operation  between  the stations  of  its  members and particularly  for  handling cases  of broadcast and television interference caused  by any   amateur  station  operation  in  the  area  of  Club jurisdiction.   The  Club, through designated members  and committees,  will  provide  technical  advice  to  members concerning  equipment  design and operation to  assist  in complete  frequency  observance,  clean  signals,  uniform practice,  and  absence of spurious radiations  from  Club member stations.

 

 

ARTICLE VII

 

AMENDMENTS:

Section 1:           This  Constitution  or  the By-Laws may be  amended  by  a two-thirds   vote   of  the  total  paid  up   membership. Proposals  for amendments shall be submitted in writing at a  regular meeting and may not be voted on until the  next regular meeting.

ARTICLE VIII

 

RULES:

Section 1:           Robert's Rules of Order shall govern all proceedings.


BY-LAWS

SECTION 1       Secretary-Treasurer:  It  shall  be  the  duty  of the Secretary-Treasurer  to keep the Constitution and  By-Laws and  have  the same in possesion at every regular and  special meeting. Shall  cause all  amendments,  changes  and  additions to be noted thereon and shall permit the same to be consulted by members on request.

 

SECTION 2       Membership:  Written applications for  membership  shall   be submitted  at  a  regular  meeting   and  each application must express a willingness of the applicant to abide  by  the Constitution and By-Laws and such rules  as shall  from  time  to  time be promulgated  by  the  Club. Two-thirds  of  those present shall approve the  applicant before he shall be considered elected to membership.

SECTION 3       Meetings:  Regular meetings shall be held at the time andplace  as the President shall order.  Special meetings may be  called  by the President upon the request of  any  two members  of the Club.  All members will be notified of the special  meetings and the business to be transacted.  Such notices  shall  be delivered so that each member  will  be informed  at  least twenty-four hours before the time  set for  the meeting.  Only such business as is designated  in the  said  notice  shall  be transacted  at  such  special meetings.

SECTION 4       Club  year:   The  Club year shall run from January  1  to December 31.

SECTION 5       Dues:  An annual assessment of $20.00 per member or $25.00 per family  is hereby  assessed  in  accordance  with  the provisions  of  Article  V  of  the  Constitution  for the purpose  of  providing  funds  for current expenses.  Such assessments shall be due and  payable on the first meeting of each January. The annual dues for a new member shall be prorated for the first year. If that new member is a newly licensed amateur the dues will be fifty (50) percent of the prorated amount for the balance of the current year and fifty (50) percent of the annual dues for the following year.           

                      Any member delinquent over one year shall be automatically dropped  from the rolls after a one month written notification. A paid  up  member is one whose dues are current.

SECTION 6       Committees:  The President shall at his discretion and the discretion of a majority of the Club members, appoint from time  to time such committees as are deemed necessary  and advisable.
