For PCBs we have the IPC which has IPC-T-50 (Terms and definitions). It

does cost a bit though. You can get it at http://www.ipc.org at the bookstore.

There may be a few others available on the web from other organizations but

from what I've seen, they're more on abbreviations and acronyms.
