Yes, there is. It can be accomplished with IBIS EBD (Electrical Board
Description). The EBD parameters are described in the IBIS 3.x versions of
the IBIS specification.
 
Writing them manually, however, for something on the scale that you are
looking for would be very demanding both in terms of the volume of text and
being able to accurately describe the transmission line paths. The best way
to create an EBD for an extensive case would be to have your SI tools
export/write it. Also, you should assess carefully exactly what you want to
achieve and determine if an EBD is the right thing to do and be aware of the
limitations in EBD descriptions. For example, transmission line
interconnects described in EBDs do not include coupling. When such effects
are important, you will be better to use the multi-board functionality in
your SI tools. EBDs are, perhaps, best used only for the actual
board-to-board interconnects rather than the on-board interconnects.

I would like to ask you if there is any way of creating an IBIS model for a
whole board (here memory board). Where to find such info? Is it easier to
do it from the design or actual model? what are the tools?
