There may be a missing tacit assumption.
If the conductor is buried between two ground planes in a homogenous dielectric,
then prop delay is independent of geometry and set only by the permitivity.
But if it is a surface conductor, then changing the geometry changes the
relative
mix of air and circuit board. Under this condition, prop delay can change.
