The IBIS web page at http://www.eia.org/EIG/IBIS/ibis.htm has a Support link
to a page that advertises the FREE Model Review Service, which states:

  IBIS Model Review: If you are developing an IBIS model and would like to have
  your model reviewed, you may send your model to this address. This is a
  confidential and FREE service provided by the IBIS Model Review committee
  comprised of a number of EDA vendors. Feedback about the model will only
  be passed to the requestor of this service. Model Review Service is intended
  for use by IC MANUFACTURERS ONLY !(large or small).

The page has a hotlink with the email address to send to. Hopefully, IC vendors
are setting up reapeatable processes for producing IBIS models. It could take as
little as submitting one sample to help get a flawed process back on track.
