I certainly don't want to speak for Lee, but
I think he raises a good point:

Putting signals on a whole new layer for extremely
low to nonexistent crosstalk at the cost of a layer
as opposed to living with -10dB, -20dB, maybe even
-50dB crosstalk with no new layer.

My first question to all this would be what's your
criteria on crosstalk? Have the designers set one?
If they have, then it's fairly simple.
