Yes, that is correct. But, be careful, the so called Tantalum replacements
are not
a one to one replacement. Aluminum's have a higher ESR and ESL. Ceramics
have
a different TC (temperature coefficient) and VC (voltage coefficient). It
will require
a team effort between design/component engineering and procurement.
Understand
your application and capacitor behavior then you can select a replacement or
just
find out that you don't have a replacement.

The demand for tantalums is greater than supply. Tantalum caps are in high
demand for the power supplies in cell phones and other small devices. The
alternate for small values are ceramic caps, and for large values you'll
need to use aluminums instead, albeit at a larger size. One cap vendor has
on their web site a document about replacing tantalums:
