As an admirer of 20-H, I believe that some of the "need" alluded to in
Michael's "riddle" can be found here, among others:

      PAT. NO. Title
1 5,986,893 Apparatus for controlling the impedance of high speed
signals on a printed circuit board
2 5,764,489 Apparatus for controlling the impedance of high speed
signals on a printed circuit board
