Yes, the HR people are indeed driven (as many other departments are) by
budget constraints.
The irony here is that a competent consultant will solve a problem in one day
that five staff engineers have not resolved in a week. The cost of
"time-to-market" as well as the cost of the human resources (i.e., salaries)
adds up quickly. If an Engineering manager pays a consultant for one or two
days instead of a team that could be doing additional things AND could learn
from the consultant how to attack similar FUTURE problems, the total project
cost, building a more knowledgeable team, and better time-to-market all
indicate a superior return on investment to the company.
FYI, my record on "repeat" contracts is now >98% over a 15 year period. The
only non-repeat client I have had is located in Florida (I'm, in Santa Clara,
CA).
