The units program is broken; I just tried it and got
the same result you did.
Who wrote that thing? Does anyone maintain it?
The problem appears to be in the file /usr/share/lib/unittab (on my
Solaris system), where mil is given as 1-2 in; should probably
be 1-3 in.
