I do agree with Patrick.

To put it in a simple and layman way.I will give an example:-
If you take a 1MHz TTL clock signal, fundamental freq =10MHz but its
odd harmonices may extend further than 100MHz.

BW=1/(pi* Tr) where Tr = risetime.
a Tr=1ns risetime will have high freq of ~300MHz.

So the main criteria of considering high speed signals
are their risetime, but its not clock freq.

Do u think that a 1MHz a high speed signal ?
