[SI-LIST] : Power-Down effect on power supply voltage and Clocks

Hi all,

When part of a chip is power down OR powered up, there are voltage
spikes on the Vdd line. This will cause some circuitry to work faster or
slower. Have you heard of such analysis and whats problems should i expect
for analog/digital circuits.
