Guiseppe,

The purpose of IBIS (Input Output Buffer Information Secification) is to
describe the Input/Output characteristics
through V/I curves without providing information on transistor level (
like SPICE). IBIS models are behavior models for digital ICs for Signal
Integrity and EMC analysis.

Yes, within a PCB EMC analysis it is a way to describe the electrical
behavior of the connected buffers.If you talk about external
interferences you are speaking in terms of succeptibility. If you do
such kind of simulations with digital nets on a PCB you can use IBIS to
model the buffer influences.

Do you think IBIS usage is useful for EMC analisys ?

Yes, within a PCB EMC analysis it is a way to describe the electrical behavior of the connected buffers.If you talk about external interferences you are speaking in terms of succeptibility.
