Driver strength means the ability of the driver to sink/source the
mA defined and still meet the Vol/Voh spec. mA speced buffers is hostory
designers like to us. In the 'modern' world, inwhich the loads are CMOS too,
the load is mostly capacitive, thus the other table of delay versus load
is more interesting.(in those books the vendors provide u).
