The method you describe has been used in both the Digital and somewhat in
power conversion as an attempt to lower emissions. While this technique
lowers discrete spectral lines, the same amount of interference is being
generated: just over a greater fange of the frequency spectrum. When I first
heard of this technique about 6 years ago, the agencies were not
condjucive(?) with the idea. You may want to get their current feelings, I
suggest chatting with the FCC in the USA, or someone like Peter Kerry of the
Radio Communications Agency in England.
