Paul:

I used the Schiffman phase shifter to realize a constant 90 degree
(lambda/4) vs. frequency design for a quadrature transceiver to generate
circular polarization form two dipoles. The heavy interaction between the
two sections causes a heavily loaded capacitive coupling over a given
frequency range related to the length of the section. The work was done
more than 30 years ago so the details are lost in the haze of history.
However, these old and established methods, when updated to high
performance digital interconnects and interpreted in terms of digital
signaling, will be seen to be useful adjuncts to design.
