Vcc power planes

Can anyone give me advice about using my power plane as a reference for
high speed PC board traces? I have a colleague who claims this results
in a noisy board and that you are better off connecting Vcc to chips using
a tree type structure with bypass caps next to each Vcc pin. Every source
I have read advocates using power planes as a reference plane or return
path except for VERY high speed designs. Should I listen to him?
