I have more information now about the "floating" plane. The customer verified that the thermal plane will be chassis ground, which is connected at the power supply source. So, the plane is not floating anymore. The signals on
S1 are just going to be static signals and escapes from parts. All high speed signals (and as many other signals as possible) are going to use the inner signal layers.
