HSPICE now has a new element, the B-element which does directly read
IBIS files and supports the all buffer types in IBIS version 2.1 so
there is no need for conversion tools. Even though this B-element
first came out in H98.4, you should use H99.2 or higher because of
some initial problems.

I don't think such a tool exists.
IBIS models could have been output from any 1 of millions of buffer
configurations, package
models, pin parasitics etc.
