[SI-LIST] : dielectric losses vs skin effect losses

The amount of loss due to dielectric losses may grow (as frequency increases)
faster than the amount of loss due to skin effect losses, but the magnitude of
loss due to skin effect is quite large with 1/2 oz. by 3 mil copper traces, and
it dominates up to the significant harmonics of 1 GHz.
