Does anyone help
how to locate the power,GND pin on BGA Package?

Espetially it should be located on outer lead or inner .
(Which is more important to consider the factor of location with
BiPath-capacitor
that is to locate the BiPath-cap is on the same side, cause the distance
between BGA package and the BiPath-cap without Through-hole connected to
inner Plane of Power or just distance with Through-hole to the opposite
side
capacitor (on the solder side)?

I'm sorry I'm not good at writing english.
