The IEEE does have a home-study course on EMC/EMI. As far as I know it
is not CBT. Don't know much about it, but I did see it listed in their
catalog. Like most IEEE products, it is probably available to anyone,
but somewhat cheaper for IEEE members.
I did not see a course specifically on signal integrity.
