The Amateur Radio Emergency Service (ARES)

What is "ARES"? The Amateur Radio Emergency Service is an organization created and maintained by the American Radio Relay League (ARRL). It is composed of Amateur Radio operators from all over the United States who volunteer their time, equipment and skills in times of emergency. Their efforts aid local agencies in providing communications when normal channels -- phone, cell phone, and even commercial radio -- are either inadequate or altogether unavailable.
More Info: Check the ARRL web site for a complete explanation of the ARES Field Organization, along with how you can participate if you so desire.
