SARC Committees
Jerry KK6PA is taking over the Emergency and Public service work from Lloyd, WA6KZV. Jerry will be covering ARES and RACES - purpose(s), history, relationships (between the two and with regulatory, served, & other agencies), myths & misconceptions. PLUS 6 minute video program from ARRL Amateur Radio Today. (Editor --I've seen this and its very well done, worth watching) May Meeting Program Time for the homebrew round up. We have had these before and are always real enjoyable. The basic idea is to bring in what every you have built over the last year or so and give a 5 minute, or less, talk about it. This is great for the builder to show off and for the wanna builder to look at how it is done and to ask questions. SARC Monday Evening Net News Thanks to Greg WA7IRW for taking net control responsibilities during February time period and to Mike WA6ARA for covering the March period. If you would like to help out and gain some experience, please contact Lloyd 375-4572 to sign up for a months period in covering the IWV Emergency Net on Monday nights 7:30 pm on 146.64 MHz. 147 REPEATER STATUS The new 147.00 MHz repeater home now has a hole in the ground and rebar foundation support coming together as of 22 March. The new shelter has arrived to house the repeater and other SARC assets. The repeater and associated stuff are now in shelter. Next comes the county building inspector and filling the hole with concrete. It will take some time for the big block of concrete to dry before putting the tower in place. Hopefully while that is going on we can get the repeater operating temporarily. - Bill, WA6QYR Board of Officers Meeting Minutes The Mar 12, 2003 board meeting was called to order at 1902 hrs. Those present: Pres. Bill Burns (WA6QYR), 1st Vice Pres. Phelps TerHeun (W6PTH), 2nd Vice Pres. Dennis Farrell (W6DWF), Treas. Pam Evans (KC6UUS), Secy. Tom Ingram (WB6EPD) and Airwaves Editor Mike Herr (WA6ARA). Club received a $100 donation from the Fire Mountain 50 horse ride. There is a Ham swap meet in Reno. Club letterhead stationery has been created. An ARRL CD was received from ARRL on Amateur Radio Today. It may be used at the next meeting. Items for the general meeting were discussed. A discussion of repeater equipment the club currently owns. The repeater committee has 100ft of hard line and connectors. They will not be needed for the installation of the 147.00 repeater. Bill will look into selling the cable and connectors. A storage shed will be needed to house the 147.00 repeater. Dennis will be providing the program at the general meeting. The meeting was adjourned at 1921 hrs. --Secretary, Tom, WB6EPD Minutes of the General Meeting The 12 Mar. 2003 meeting was called to order by the President, Bill Burns (WA6QYR) at 1933 hrs at the Heritage Inn. The Sign-in sheet was started around. Announcements: 50/50 tickets are available. A $100 donation was received from Jackie (KE6IFG) along with a thank you note for SARC support during the ride. Membership dues are due. An ARRL CD, Amateur Radio Today, was received and will be used next month. The Treasurers report is in the newsletter. Jerry Brooks (KK6PA) announced the 50K foot race north of Bishop. Several SARC members will be supporting the race. Mike Herr (WA6ARA) announced that the newsletter needs more news and pictures. Greg Roush (WA7IRW) was net control for the SARC emergency net for the past month. Mike Herr (WA6ARA) will assume the task next month. The repeater committee now has a building permit for the repeater tower. There were a number of items on the back table. Fred Willis (KC6YYS) provided refreshments for the general meeting. David Shipley (KE6RRT) provided the program for the evening on NAWS Emergency Management. Jerry Brooks won the 50/50. There were 29 amateurs at the meeting. The meeting was adjourned at 20:26. --Secretary, Tom WB6EPD TREASURER'S REPORT Treasurer's Report As of March 31, 2003: Draft Account $ 703.17 Share Account $ 6,396.91 TOTAL $ 7,100.08 Obligated Funds: Relocate 147.00 Repeater $ 624.86 BALANCE: $ 6,475.22 Submitted by Pam Evans, KC6UUSARES/RACES Lloyd Brubaker is retiring from managing RACES/ARES. He has held the position for more than 40 years. During that time he pioneered what is now the Emergency Services Committee, he fought the bureaucracy to establish the East Kern ARES/RACES groups. Establishing a split-county organization is a very rare situation and was very difficult to do. In addition he has, for years, worked with the political side of emergency communications, bring awareness of our FCC-mandated emergency duties to the local government. Jerry Brooks, KK6PA, has accepted the duties of both the EC of East Kern County ARES and the Radio Officer (RO) of East Kern County RACES. Jerry will be concentrating on training for emergency communications and hopes that the local hams will be enthusiastic in attending planned training sessions and participating in disaster drills for RACES/ARES. C Jerry, KK6PA From the ARES Field Resources Manual and the ARRL Operating Manual... The Amateur Radio Emergency Services (ARES) consists of licensed amateurs who have voluntarily registered their qualifications for communications duty in the public interest when disaster strikes. They only need the license and a desire to serve. The ARRL section manager appoints a Section Emergency Coordinator. At the district level an Emergency Coordinator (EC) is appointed. In the case of Kern County, it is divided into east and west areas. The Radio Amateur Civil Emergency Service (RACES) is administered by local/county/ state Emergency Management agencies with guidance from the Federal Emergency Management Agency (FEMA) is a part of the Amateur Radio Service that provides radio communications for civil-preparedness purposes only, during the periods of local, regional or national civil emergencies (war-related, or natural fires floods and etc). Amateurs operating in a local RACES organization must be officially enrolled in the local civil-preparedness group. Lloyd is also the head to the local RACES group.
Although RACES and ARES are separate entities, the ARRL advocates
dual membership
and cooperation efforts between both groups whenever possible. An
ARES group whose members are all enrolled in and certified by
RACES operate in an emergency with great flexibility. Using the
same operators and the same frequencies, an ARES group also enrolled
as RACES can "switch hats" from ARES to RACES and RACES to ARES
to meet the requirements of the situation as it develops. For
example during a "non-declared emergency," ARES can operate under
ARES, but when an emergency or disaster is officially declared by
government emergency management authority, the operation can become
RACES with no change in personnel or frequencies.
ARRL Audio News Every Monday night, just prior to the net, Mike, KF6WSR, broadcasts the ARRL Audio News on 146.64 simplex. This is a great source of amateur radio news and a good warm up for the net. So check it out, at 1905 local time (7:05 p.m.) on 146.64 MHz. This is transmitted on the SARC translator output frequency but in simplex. Done so that we don't have to worry about timing out the translator. Looking for News!
