Hamfest 99
We received the news from our Treasurer, WB9VLW that Hamfest profits
were down.


Appreciation Dinner
After a lot of passionate discussion, it was voted to
cancel the appreciation dinner.  With our loss of hamfest income and with
the back room nearing completion, why don't we have a Christmas Party at
the clubhouse - fix our own food and drinks?  A December business meeting
with buffet?


Hamfest 2000 Buck, N9PLJ agreed to accept the Chairmanship
and Alan, N9PIB the Vice-Chair of the hamfest.  N9HON will again take on
the refreshment stand job.  It was voted to RAISE the gate price to $7.00,
leaving the advance 4-stub tickets at $5.00.


Field Day N9HON and KF9NZ
gave the Field Day report.  We earned 458 QSO points, giving us a claimed
point total of 916, and with 500 claimed bonus points, we should have a
score of 1416.  We voted to hold the 2000 FD at the same place, and KB9EZZ
was appointed FD Boss.


Repeater There is something wrong with the
receiver squelch circuit.  It does not function as it should according to
the Midland manual.



Bylaws (meeting) A new by-law was moved past the
first vote.  It states that we postpone the meeting from the first to the
second Monday when the post offices are closed on the first Monday.

Bylaws (hamfest chair) Another by-law was accepted on the first vote.
This one amends by-law 16 to say the President shall APPOINT the General
Chair of the hamfest, not that he SHALL BE the General Chair.




Board
meeting The last item on the agenda was to schedule the Board of
Director's meeting for July 21, Wednesday, at 7:00 PM.  All members are
welcome to attend, but KC9NL, WB9VLW, N9PLJ, KF9NZ, N9HON, N9OUW and N9MRG
are the Board, and they will try to establish a budget.


THIRD PARTY
COMMUNICATIONS (Read at the meeting) Recently I overheard a discussion on
our repeater regarding how to handle third party communications. Let's
look at the FCC rules!
          97.115 (a) An amateur station may transmit
                  messages for a third party to:
     (1) Any station within the jurisdiction of the United States.
     (2) Any foreign station [ that has a third party agreement with the
U.S.]
          (b) The third party may participate in stating the message
where:
     (1) The Control Operator is present at the control point
and is continuously monitoring and supervising the third party's participation, and
     (2) The third party is not [ a ham whose license is
suspended or revoked.

 THAT"S ALL!  Nowhere does it state that
third party communication must be identified as such, or that anyone
except the control operator doing their transmitting must agree to accept
the traffic.  If you think about it you will realize phone patches are
almost always third party comms.  If you ever were involved in JOTA or
Kid's Day you let the kids take the mic and talk.  As long as you are
there to identify your station, make sure no one is using profanity or
obscenities, and no one is fooling with the transmitter adjustments, and
so on, you are 100% legal.

about 1960.  The reason I bring this to the attention of the members is as
a warning not to believe everything you hear regardless of how convincing
it may seem.  The full FCC rules are easily available to anyone who has
doubts or questions.

  (Now I have a question for all of you!  Go back to
rule 97.115 and read (a) (1).  It says '...Any station within the
jurisdiction of the United States."  It doesn't say any "amateur station"
or even any "United States Station"  It says ANY STATION!  That includes a
LOT of territory, such as a British registered vessel in U.S. waters, a
station in the U.S. public safety service (police, fire etc.), a U.S.
Coast Guard station, and lots and lots of others.  Can anybody tell me WHY
it is worded this way??)
