A good way for us to communicate via E-mail is the SRRC Reflector. Everyone with E-mail capability should sign up. There is no junk mail (unless it is from other club members) and your E-mail address is not given out to anyone. Sign up is as easy as sending an E-mail to majordomo@qth.net with "subscribe srrc" (no quotes) as the only text in the body of the message. No subject is required. The reflector has been an efficient way to send the status of repeater fixes as well as other club business. The E-mail list is easier to maintain because each club member can change their own address by un-subscribing the old and then re-subscribing with the new address. Club members wanting to send something out do not have to obtain or maintain a current list. Check out all the other Ham Radio related reflectors at the qth.net website.
Enclosed in this issue of STATIC should be the constitution and by-law changes we talked about at the last meeting. Included in this copy is my interpretation of the suggested changes from the April meeting. Bring these copies to the May meeting and be prepared to suggest changes or to vote.
I would like to propose a change to the QSL contest. The way the present contest is run there seems to be minimal participation. I am open to any ideas for change including total number of contacts made during the month, changing the mode of contact each month, or anything else we can agree on. The point is to encourage experimentation and GET ON THE AIR. Can we accept log entries rather than just QSL cards. Lets discuss this at our May meeting.

The meeting began with an
announcement by the President, Mark KB9JTL regarding the possible sale
of the property. A-D-M made an offer of $23,000.00. When
the laughter subsided, Mark went on to explain that weshould not
take this as a serious offer - merely a "lowball" to see ifwe were really
stupid. Mark is in the process of collecting real estatesale
papers looking for some possibly suitable properties. At this pointhis
purpose is only to show the man from A-D-M what it would cost to acquire
a property that might be suitable for us. A quick look at someof
them he had so far seem to run around the $100,000.00 area.
We will see if A-D-M really wants the place or not. In the meantime,
it looks as if work is still on hold.
Mark aslo briefly reported
on the old Marseilles weather station site. It seems the homeless organization
which now owns it has only an encumbered title and cannot sell or dispose
of any part of it.
The list of those members
who are in arrears of dues was read. This list will be published in this
issue of "STATIC". If you see your name on the list, this will be
your last issue.
There were no cards for
the qsl contest, so last month's target is
extended.
There will be an antenna
party at the club house on April 9. KB9TMA is
in charge. We expect to take down the HF beam and the broken
2M beam
since neither of them work, and try to correct the guying.
No hour was
mentioned. Call Jesse and let him know if you are coming.
The proposed constitutional
amendments were voted on. The 7:00 PM starttime PASSED.
The $20.00 dues FAILED.
The new door lock code and
repeater autopatch code were discussed. Both
will be in effect this week. If you need to know either of them,
talk to a Club Officer.
The proposed constitutional
amendments from the Consttitution and
by-laws committee were discussed at length and into the night.
Copies of
the current documents were passed out to all present along with copies
of the proposals. N9ZJK took us through them step-by-step.
We took them apart and put ‘em back together again. The
revised proposals should be in this issue. If you need a copy
of the current ones for comparison, they are available at our internet
site, or talk to me and I can get a copy to you somehow.

10. APPOINTMENT OF CHAIRPERSONS. The president shall, during the January meeting, appoint Chairpersons for all the standing and temporary committees except the Hamfest committee. Such chairpersons are to hold the appointed positions at the pleasure of the President until the following January meeting. Vacancies in these positions will be filled by the President as they occur.
13. MEMORIAL CONTRIBUTIONS. Upon death of a member or members spouse, child, or parent the club shall memorialize the passing by a floral tribute or charitable contribution of $25.00.

19. PRIZE DRAWING. Each member or volunteer non-member that
works one or more shifts at the hamfest, as
determined by the workers subcommittee chairperson, shall be
eligible for prize drawings. The type and
amount of prize to be drawn will be determined by the workers
subcommittee chairperson.
20. HAMFEST DINNER. The hamfest dinner shall
be organized by the hamfest committee. All persons
attending the dinner, may be charged a fee to be determined
by the committee and is intended to defray
a portion of the cost of the dinner.
add 25. MEMBERSHIP DUES.
a. Regular membership dues are ten dollars per year.
b. Non-Licensed membership dues are ten dollars per year.
c. Family membership dues are fifteen dollars per year.
d. Associate membership dues are ten dollars per year.
e. Honorary membership is free.
add 26. NOTIFICATIONS
A. When notification of members is required by provision
of the constitution or a by-law, publication in STATIC will fulfill
the requirement providing STATIC is sent out within any time limit
specified.
B. Notification methods can include electronic mail
(E-MAIL) for all members who have agreed to accept
E-MAIL and have provided there E-MAIL address on the membership application
form.
add 27. EMERGENCY SITUATIONS.
In the event of an act of god or other emergency
situation, the time, place, or date of a meeting may be changed
by agreement of three (3) Officers. This will only be done for the
welfare and safety of the membership. Every effort should be made
by all members made aware of the change to notify all other members by
any means of communication.

When a member in good standing upgrades their Amateur Radio Class
the club will reimburse the normal VEC exam fee.

COMING EVENTS
April 19, 2000 there will be VE Testing at the University of
Illinois Extension Office 3101 North Illinois Route 23 just North of Ottawa.

The Sandwich Hamfest will be held on Sunday May 7, 2000 at the Sandwich fairgrounds. Talking frequency will be 146.730 Mhz. repeater with a minus, ( - ) offset or 146.520 simplex.
On June 24, 2000 Field day will be held at Chief Shabbona Park Which is north of I-80 about 12 miles on route 23. Turn left on 42 nd. road about 2 miles to the park on the left.
The new license structure will go into effect Saturday April 15,
2000. I understand that the FCC. may have a new licensing procedure
coming up in the near future called “CORE”. As of this date
I don’t know much about it, but understand it will take the place
of “ULS” Universal License Service, And that anyone that has signed
up with ULS will automatically be registered.
D. Provision shall be made for the following types of memberships. Dues are to be paid in advance and are due at the first regular meeting of the calendar year. Assessments are due at the first regular meeting after the assessment is made.
1. REGULAR MEMBERS are persons that are licensed amateurs and active in club activities and affairs. Dues and assessments are expected as specified in the By-Laws.
2. NON LICENSED MEMBERS are persons who are interested in Amateur Radio
and want to be active in the club but do not have an Amateur Radio
License. Non licensed members have voting rights with the exception of
constitution and By-Law issues. Non-licensed members cannot hold
office in the club. Dues and assessments are expected as specified
in the By-Laws.
3. FAMILY MEMBERSHIP will include one Regular Member and any
other interested persons living at the same address. All Family Members
must be listed on the Regular Members’ application form. Only one
issue of STATIC will be sent. Family members have the same voting
rights as Regular members or Non licensed Members depending upon
their situation. Dues and assessments are expected as specified in the
By-Laws.
4. ASSOCIATE MEMBERS are persons who are not active in club activities because of geographic or time/work constraints but wish to receive STATIC and remain affiliated with the club. Associate members cannot vote or hold office in the club. No assessments are required of such members. Dues are expected as specified in the By-Laws.
5. HONORARY MEMBERS are licensed amateurs that the club sees fit to honor by extending all of the privileges of a regular membership except the power to vote or to hold office in the club. No dues or assessments are required of such members.
E, 4. Any member who is (4) four months in arrears in payment
of dues and assessments shall be automatically
dropped from the membership.

ARTICLE IV
C. Vacancies occurring between the regular elections shall be filled
by a special election at the regular meeting
following the announcement of the vacancy.
The secretary shall notify all regular members of such election at
least (10)ten days prior to the meeting at which the election will
be held. The voting is to be conducted in the same manner as a regular
election of officers.
ARTICLE V
C 5. Notify the membership of balloting on officers,
or changes in the constitution or by-laws, or any pertinent matters
which the membership should be notified before action can be taken.
D. 1. Collect all dues, assessments, and handle all other money received by the club. Notify the secretary of members delinquent in dues payment to comply with Paragraph C (11). A list of current members shall be given to the editor of STATIC and the President when changes are made.
ARTICLE VI
A,2. Regular meetings are scheduled for the first Monday of every calendar month at the clubhouse unless changed by a 2/3 vote of the members present at a regular meeting. If a Holiday falls on the regular meeting day the meeting will be held on the following Monday. The By-Laws have a provision for emergency changes.
3. All special meetings shall be held at the clubhouse, at 7:00 PM, unless changed by a 2/3 vote of the membership.
5. All members shall be notified of special meetings a minimum of 48 hours in advance. The notice shall include time, place, and the nature of the business to be transacted.
