November SRRC Meeting Notes  by KF9NZ

The QSL contest was won by N9HON again, and his target for next month is
N7ZNC in Joliet Montana.

There was some discussion about the problems with the plumbing. The toilet
is not working, the washstand is broken, and the tub sink has no drain.

We talked about the music and junk being heard on the repeater occasionally.
We need to get a drection finding rig going.

The hamfest has ARRL approval, but we don't have a contract with the Bureau
County Fair Board.  N9HON is going to make some calls and see if this can be
taken care of.

Our new insurance is in effect with the same agency, but at a lot higher
cost.  We are about $380.00 over budget on the insurance.  We'll have to
look at the budget soon.

There was some discussion about the County radio move.  We will not be
adversly affected, and may have a better situation from the way it looks.
There was a motion passed to amend by-law 19.  Study the official wording of
the motion as passed below.

The results of nominations and elections are as follows:
PRESIDENT...........................Mark KB9JTL
VICE PRESIDENT................Jerry  N9ZJK
SECRETARY.........................Frank KF9NZ
TREASURER.........................Francis WB9VLW
STATIC EDITOR...................Fred KB9UIU
DIRECTORS..........................Buck N9PLJ, Bill N9HON, Rich N9OUW

Congratulations to those elected!

A motion was made and passed to amend by-law 19 by deleting the last
word "membership"  and substituting the words "Workers Subcommittee
Chairperson"    This would make by-law 19 read as follows:

"Each member or volunteer that works more than one shift at the hamfest
as determined by the Workers Subcommittee Chairperson, shall be eligible for
a prize drawing.  The type and amount of prize to be drawn shall be
determined by the Workers Subcommittee Chairperson."

The proponents of this amendment feel that the chairperson has the
discretion to determine who is eligible for both the drawing and the free
hamfest dinner, and should be able to select the prize.   Those not in favor
of the amendment are of the opinion this places the ability to expend a
great deal of the Club's money with no limitation by the members.  The final
vote will take place at the December meeting.

Frequently Asked Questions about the NWS Amateur Radio Special Event
http://www.crh.noaa.gov/gld/radio.htm

Why are the National Weather Service and the American Radio Relay League
cosponsoring the event?  The NWS and the ARRL both recognize the importance
that amateur radio provides during severe weather.  Many NWS offices acquire
real time weather information from amateur radio operators in the field.
These operators, for example, may report the position of a tornado, the
height of flood waters, or damaging wind speeds during hurricanes.  All of
this information is critical to the mission of the NWS which is to preserve
life and property.  The special event celebrates this special contribution
by amateur radio operators.  The NWS is also taking this opportunity to test
the viability of using amateur radio as a back/up communication tool.

When will the event take place? 0000 UTC on November 27, 1999 for 24 hours.

How many NWS stations are participating in the event?  There are currently
45 stations participating including locations in Hawaii and Alaska.  The
National Hurricane Center in Miami, Florida, and the Storm Prediction Center
in Norman, Oklahoma, are among the committed stations.  Check the internet
for all sites.

There are no band plans given for the event.  In general, however, you may
want to consider beginning around these frequencies.  Remember, check to
ensure the frequency is clear before transmitting.
80 meters      3.935 MHz
40 meters      7.275 MHz
20 meters     14.285 MHz
15 meters     21.340 MHz
10 meters     28.440 MHz
 6 meters     50.135 MHz

Send all logs in the ARRL format via email to scott.mentzer@noaa.gov.
QSL certificates be obtained from the National Weather Service Office in
Goodland, KS.   If someone asks for QSL information, have them either:
Send a request via KB0WPY or go to page 82 of the November QST
The office address is National Weather Service Special Event 920 Armory Road
Goodland, KS 67735   self addressed stamped envelope with their request.
Also, instruct them to log all NWSSE contacts on one  piece of paper.  In
other words, we do not need them to send 20 QSL cards if they contacted 20
stations " just a sheet of paper with all  all the contacts listed there.
