IOWA AREA EMERGENCY
COMMUNICATIONS PLAN
MAY 1997
1. PURPOSE:
The Iowa Area Emergency
Communications Plan is intended to provide
area members with
specific guidance concerning the delivery of
emergency communications
services.
2. SCOPE:
This plan applies
to all Iowa Area NAVMARCORMARS radio stations and
members.
3. POLICY:
Iowa Area NAVMARCORMARS
resources will be employed to provide
emergency communications
services IAW NTP 8(B), The Region Four
Operations Guide and this plan.
4. EXECUTION:
The provisions of
this plan will be executed whenever Annex D to
NTP 8(B) and/or
Annex C to the Region Four Operations Guide (RN4/EP1)
are implemented
by CHNAVMARCORMARS or other competent authority. Any
Iowa Area MARS
member may effect local implementation when requested
by military or
civil authorities IAW NTP 8(B), D107 and RN4/EP1, Part
Three. The implementing
member must obtain sufficient information
to repair an implementation
message for transmission to CHNAVMARCORMARS.
(See example messages, Annex C, this plan).
5. NET OPERATIONS:
A. Iowa Area emergency
networks will operate IAW NTP 8(B) and
RN4/EP 1, Part
Five. To avoid congestion during periods of heavy
traffic, maximum
use should be made of available frequencies and
digital modes.
B. Each NECOS should
assign an alternate NECOS which will maintain
a log equivalent
to that of the NECOS and will be prepared to assume
control of the
net if the NECOS is required to leave the frequency
or becomes a casualty.
C. For operations/exercises
involving only the Iowa Area, HF frequenc
ies available are
the primary, secondary and alternate frequencies
for Iowa Area scheduled
nets and the Region Four common frequencies.
Every effort will
be made to avoid interference with the scheduled
nets of other areas.
Additional frequencies may be requested from
the Region Director
if needed.
D. The NECOS controls
the flow of traffic in the net. Traffic should
be handled in order
of precedence. Messages of equal precedence are
normally handled
in the order listed unless circumstances or common
sense dictate otherwise.
If a Priority precedence termination message
is listed after
a dozen Priority precedence SITREPs, for example, it
might be better
to handle the termination message first.
6. REPORTING:
A. Each Iowa Area
member must maintain a current DD Form 630 and
Individual Stations
Capability report (Form CRR01F) on file with the
Area Coordinator.
Permanent changes to either form are reported by
filing a new form.
Temporary loss of station capabilities is reported
by CASREP message
to NNN0GAR with information to NNN0GAR TWO.
Correction of the
condition is reported by CASCOR message to the
same addressees.
See Annex C of this plan for example messages.
B. During an emergency
or emergency exercise, reports will be
submitted IAW NTP
8(B), D116 and RN4/EP1. See Annex C of this plan
for example messages.
ANNEX A
ALERTING
1. In order to provide
a phased response to emergency situations,
the communications
conditions (COMMCON) and actions required by
NTP 8(B), D108
apply. Communications conditions are set by message
from the Region
Director or higher authority. The message will
include a brief
reason for setting the condition and may set a
different condition
for part of the region. See Annex C for an
example COMMCON
message.
2. Swift notification
of other area stations is critical. Use any
means available
to provide the quickest results. Telephone, HF radio,
VHF radio, Amateur
Repeaters and EMail are just some of the possibilit
ies. Use the alerting
matrix below. Refer to the area roster for
telephone numbers.

ESSENTIAL ELEMENTS OF INFORMATION MESSAGES
1. Essential Elements
of Information (EEI) messages may be
originated by any
Iowa Area MARS member to report any event which
may be ofinterest
to the executive branch of the government or the
military. They
are a special category of message being relayed to
the Department
of Defense by NAVMARCORMARS. They do not replace
implementation
messages, SITREPS, CASREPS, or any other MARS message.
EEI messages may
be sent without ECOMM implementation. However,
any event that
requires ECOMM implementation should be reported by
EEI message. CHNAVMARCORMARS
will forward EEI messages to the
Department of Military
Support in the Pentagon. Any Iowa Area member
who questions whether
an EEI message is appropriate for a given
situation is encouraged
to contact the Area Coordinator
(NNN0GAR/NNN0QCQ) or the Assistant for Emergency Communications
Planning (NNN0GAR TWO/NNN0XXL) for guidance.

EXAMPLE MESSAGES

in this annex are formatted for entry into
the MDS. The action
and information addressees are current as of
the date of publication
and are IAW NTP 8(B), RN4/EP1 and other

from Headquarters and Region staff offices.
These addressees
are subject to change. Members should make pen and
ink changes as
they become aware of them.
2. Exercise messages
will contain the word EXERCISE as the first
word of the text
following the proword UNCLAS (UNCLASSIFIED), followed
by the appropriate
exercise event identifier. The code words in Annex
B of this plan
are recommended. The example messages contain the word
EXERCISE in the
correct locations. For actual events, delete EXERCISE
when preparing
messages. Exercise messages are not to be routed or
delivered to stations
