                                Next on this and the following pages. This material is excerpts from the ARRL

                                Public Service Communications Manual (PSCM) that was printed somewhere

                                between January 1987 and February 1996. This particular PCSM wasn't dated

                                and is the only one I know of with this A Teaching Text which was Appendix C.

                                Not all pages are posted as I wanted to emphasize the proper format and how

                                to fill the form out. I have made some editorial changes to coincide with the radiogram

                                 form I used instead of the one in the PSCM. I have also made one page which shows the

                                Handling Instructions. Please note that this element of the Preamble is Optional

                                 however also note that it says "Do not use handling instructions unless

                                a particular need is present."
