Depends. For a receiver, the capacitive effect dominates in terms of multidrop
reflections and input bandwidth.

For a driver, it's because once upon a time our distant ancestors found a picture
of a TTL driver connected to a capacitor on a cave wall in Texas, and we've
been following tribal tradition ever since.
