Multiple reflections on a transmission line are the most likely source of
voltage reversals on a digital signal. The driving source impedance or the
load terminating impedance might be included in the reflective sources.

By nonmonotonic, do you mean that the switching edges have voltage reversals on
them? If so, there are at least two possibilities. One is an unintentional
stub on the transmission line or the power rails are not solid. That latter
means that the decoupling is no well done.
