INTRODUCTION

All India Milli Council (AIMC) is a common and united platform of the Muslims of India. The "Ittehad-e-Millat Conference" held in Mumbai in May, 1992 resolved to establish the AIMC. Its constitution was drafted in Delhi in August, 1992 and the AIMC was formally established at Mysore in November, 1992.

All the works undertaken by the AIMC will be carried out strictly in accordance with the Islamic Shariah and the religious advisabilities alongwith the absolute welfare of the nation and the community shall always be taken care of.

Every member of the AIMC, irrespective of his political attachments, group or national alignments, personal gains, would sincerely put in his best efforts to achieve the aims and objectives of the Council and shall always prefer the "Milli" concerns. The AIMC shall not take part in electoral politics.

On one hand, the AIMC would coordinate and actualize the ongoing efforts and works being carried out by the Muslims in various fields, and on the other hand, would strive to mobilise public opinion against the fascist tendencies so that an environment of mutual love and trust can be developed which can uphold truth, justice and equality.

In the election of the members or office bearers of the Council, the ability of the persons would be accorded top priority as per the Islamic principles and no one would offer himself for the membership or any post as such as advised by the Islamic Shariah.

AIMS AND OBJECTIVES
Following are the aims and objectives of the AIMC : To develope unity and collectivism among the Muslims on the basis of Kalma-e-Taiyyeba and to strive for the Muslims to discharge their duties in this country in the capacity of the best Ummah.

To adopt reasonable measures for the safety of life, property and dignity of the Muslims.

To strive for safeguarding the religious and cultural identity of the Muslims and to coordinate and cooperate with the various efforts being undertaken in this regard.

To mobilise the public opinion against the fast spreading fascism, communal hatred and violence in the country. To strengthen the good-will and brotherhood among all the religious communities and units in India and to develop a deep sense of mutual trust among them. To strive for the safety of life, property, honour and culture of all the citizens of India, especially, the minorities and the oppressed class.

To reinstate courage and confidence in the Muslims so that they do not consider themsels as second class citizens in this country and rather believe that they can equally enjoy and share the seat of power as per the constitution and that they have to play their due role in the development of the country and in establishing a system which guarantees social justice.

To plan for the educational and economic progress and social welfare of the Muslims. To strive for the establishment of 'Makatib' and 'Madaris' for religious education; schools and colleges for modern education; institutions, colleges, medical centres for professional education; institutions in the field of various vocational trades with an aim to provide the Muslims a level playing field for their intellectual growth and due reward of their efforts. To coordinate and consolidate the institutional efforts in this regard.

To develop political and collective awareness among Muslims and make them aware of the complexities of the situation and provide them adequate guidance.

To develop proactive leadership in the Muslims right from local to national level so that the above mentioned aims and objectives can be accomplished.

DEPARTMENTS
For the accomplishement of the above mentioned aims and objectives, following departments will be created in the AIMC keeping in view the need, situation and problems : Department of Dawah & Tableegh, Department of Religious Education, Deptt. of Technical Education, Deptt. of modern Education, Deptt. of protection of Shariah & Social Reform, Deptt. of Social Service, Deptt. of Human Rights & Justice, Deptt. of Economic Affairs, Deptt. of Political Affairs, Deptt. of Media, Deptt. of Legal Aid, Deptt. of Training of the Muslim youth & other departments.

ORGANISATIONAL STRUCTURE The AIMC consists of the Council of Patrons, Council of Founders, General Body, Executive Council and Office-bearers.

TARGETS - The AIMC has set the following targets :
1. To liberate the mankind from all sorts of slavery and to make them surrender before Allah alone.
2. To eliminate all sorts of distinctions like those of race, caste & creed, rich and poor and to establish equality and brotherhood.
3. To replace lawlessness and injustice with peace and justice.
4. To establish a just society in place of a society crippling with injustice, barbarism and exploitation.
5. The approach that has been adopted to achieve these goals has four key terms :

STATE-UNITS OF AIMC
The state-level branches have already been established and are working effeciently in Assam, Meghalaya, West Bengal, Orissa, Bihar, Uttar Pradesh, Delhi, Punjab, Rajasthan, Madhaya Pradesh, Maharashtra, Gujarat, Andhra Pradesh, Karnataka and Tamil Nadu. Besides, these branches are establishing branches at district, tahsil and block levels also.
