I also put 0.01uF bypass caps directly at the external power, paddle and output connectors. I ended up installing .01uf bypass caps to the power receptacle, dot and dash lines, key out line, and voltage regulator in and out lines to ground. I also wound the power cord 4 turns around a T50-2 toroid at the plug end. No more RFI. I also kept the Radio Shack plastic enclosure and all is well with it.
