Actually numbers in callsigns could be from 0 to 1 - we don't have call area numbers. We have 25 oblasts and two cities(Kyiv and Sevastopol) which have own prefixes. Kyiv uses UT.U and Sevastopol - UT.J; others can use all prefixes usually followed by letter(exept O) which means oblast. For example Lviv and oblast can use UR5W, US7W etc.
