This diploma is given out by the local radio club for any radio amateur both HAMs and SWLs. For the contacts between 1 and 31 June 1999 you may get this diploma with special sticker "625" that means 625 th anniversary of VIATKA (KIROV).
The necessary number of QSOs/SWLs with radioamateurs of "KI" oblast.
