The initial meeting was called to order, June 20, 2000, 7PM at the Warsaw Hardee’s. Opening comments were made by Jim McNaron, owner Signal Alert. Jim graciously provides the tower and equipment space, radio equipmen(excluding the duplexers) and electricity for the 147.30 repeater free to area amateurs. The duplexers and phone line are provided by K0AWP, “Doc” Carpenter. Currently Jim has no desire to become a HAM but will continue to be a “silent partner” providing the space, electricity and equipment.

Dues were initially motioned at $10.00 annually. The motion was modified to $20.00 to offset the monthly phone patch line cost and future costs. Motion carried. Officer “volunteers” were Jim Case, KCŘIBE, President and Bill Martin, KA1TIU, Secretary-Treasurer. Nets will be called each Tuesday and Thursday at 7PM. The first net scheduled for June 22nd, to be called by Gene Payne, KCŘDRL. Net control will eventually be on a rotational basis. This will give all the needed practice to handle emergency communication situations. The club name selected was: “Twin Lakes Amateur Radio Club”. This would not exclude anyone within the repeater range. Records from past clubs will be picked up by Bill Martin, KA1TIU from Doc Carpenter, KŘAWP. A bank account will be established for the “Twin Lakes Amateur Radio Club” by Bill Martin, KA1TIU. The $120.00 collected will be deposited. Meetings will be held each 3rd Tuesday, 7 PM at Hardee’s. The next meeting is scheduled for July 18th.

Jim, KC0IBE brought up 2 club goals; do we want to have a Volunteer Examination team and hold test sessions, and do we want to become an ARRL affiliate. There will be more discussion at future meetings.
Also brought should we start an ARRES group geared toward weather spotting. Problems aired were who to notify when activated. Our local radio station is not constantly staffed, Benton County Civil Defense squad is not really active. The Warsaw Police Department, Benton County Sheriff Department, Missouri Highway Patrol and Local City and county officials can activate the alarm sirens. This too will soon be approached
Jim McNaron said the old Sheriff’s repeater was being removed from the water tower and maybe the “Club” could upgrade their antenna and hard-line from this removal project. In addition the radio equipment could be used as a NOAA weather repeater station for the county pending NOAA approval. He also mentioned that Henry County would soon be have a weather repeater and that may sway their approval.
The repeater will be taken off the air to be reprogrammed to correct the ID and to eliminate the troublesome transmitter time-out problem. Roger Cameron, N0YOX of Clinton will do this free of charge.
Jim also asked the “Club” to locate the source of the” “screeching” currently on the new Sheriff’s repeater. This started 3 months ago and lasts 20 seconds on the “hang-time”. The noise, is not suspected from the current antenna site but a could be a distant data transmission, digital control signals from a new local cellular site, or spurious emissions from another transmitter. The transmitter frequency is 158.745 with 156.7 CTCSS tone on the 153.860 input. Please listen for the “screeching” and locate it. Maybe the “Club” would get some great publicity by solving the riddle of just where the noise is from.

August 15, 2000

2. Old Business
.
A. Marvin, WD0GHN said that he’d located a connector for the hard-line going to the repeater, however is having troubles getting delivery from Carthage. OPEN

B. The bank account is still not set up. Bill will check again with the local banks to obtain free checking that was previously enjoyed by the previous Warsaw Radio Club. OPEN

C. The” “screeching” currently on the new Sheriff’s repeater has possibly been located by Gene, KC0DRL. He believes it comes from the cable tower just across from his QTH up by the City Park. He located a 153.8 tone, that “pegs” his S-meter at the same time as the screech and in the direction of the cable tower. Doc, K0AWP will contact Jim McNaron to verify and correct the problem. OPEN

D. ARRES activity. Bill will contact Q-96 from Clinton and KPOW 97.1 from Sedalia as they are “live” FM radio stations, to see if they would use our weather information when needed. OPEN

E. Bill will look into ARRL VEC requirements for the club. OPEN

3. New Business
A. Bill sent E-mail to the “World Radio” magazine to have the club added to their club list. It was suggested the same be done for QST. OPEN

B. Dale, WA0YVH spoke on the twice-weekly club roll-call nets. Of the 294 possible check-ins in the past 2 months he only has 95 actual check-ins. He will begin to eliminate those calls who were single check-ins, keeping only those who routinely sign into the nets.

C. Gene, KC0DRL said we need to “manufacture” some new members to keep the club growing. Jim, KC0IBE has written an article for the Benton County Enterprise to publicize us to the area, invite old hams to join and those wanting to become hams to come to us for the help they need to get there. OPEN

D. To further advertise our presence Bill will look into having a Twin Lakes-Amateur Radio Club Radio Club booth or table at Heritage Days this October. OPEN

F. Marvin, WD0GHN suggested we contact the ARRL for “PR” ideas and ways to demonstrate ham radio to the Benton County general public. Bill will look onto their web-site. OPEN

3. Old Business

A. From Gene, KC0DRL and the Missouri frequency coordination council meeting at the Columbia Ham Fest,
1) they would like all repeaters to have a maximum range of 90-120 miles so as not to interfere with other repeaters on the same or close frequency.
2) if your repeater is not active you will loose your frequency. The council stated that PL tones would soon be mandatory and assigned by area.
C. The “screeching” on the sheriff’s repeater has yet to be determined. Jim McNaron and Gene both stated that it could be from local pager antenna cable leakage. Weather connected from the cool and damp cycles this summer creating moisture at the connector and insulation leakage. Gene said that it also might be AM signal rectification as the signal is over 3Mhz wide. OPEN

3. New Business
A. Jim, KC0IBE called the regional Boy Scout office in Columbia to offer a local scout troop the Twin Lakes-Amateur Radio Club’s help in their “Jamboree-on-the-Air” (JOTA). He was told there would be a regular Jamboree set in Sedalia, but not the JOTA. The local troop never returned his calls. OPEN
B. The DesMoines Iowa ARC has offered through Jim Jr., KI0IP, 300’ of heliax to be used for trade for a dual band repeater antenna with Jim McNaron. The offer passed as presented by Jim Sr. CLOSED
C. Dale, WA0YVH stated there were only 27 check-ins for the current month of September, please remember to check in.
D. Dale mentioned the present US space shuttle mission was delivering amateur radio equipment to the joint space station and there are no American amateurs on board. The station will be identified as call sign RZ3DZR.
E. Bill reminded all of the Warsaw Heritage Days 21-22 October. The Warsaw Chamber of Commerce agreed for the Twin Lakes-Amateur Radio Club to set up a display at the main entrance, or inside if bad weather. The booth will demonstrate what we are and to “manufacture” new members. This came with the trade-off for us to provide handicapped parking control for the area. OPEN

October 17, 2000

3. Old Business
A. Warsaw Heritage Day’s are this weekend. Plans are to have HF and VHF stations set up in Bill’s RV parked outside of the Community Building with a 40m dipole from the roof to the trees. Items being brought are a power supply and tuner by Bill and table, chairs and maybe a generator by Jim.
B. The “screech” is still present and yet to be discovered on the sheriff’s repeater. OPEN
4. New Business
A. Dale reported the International Space Station call signs are NN1SS and NA1SS
B. Otto reported on repeater progress. The old SWR was 4.8 to 1, the new antenna is 1.3 to 1. This vast improvement is mainly due to the antenna tuned for 153.8 being replaced with a VHF/UHF ham band antenna. Otto also recommended to open the squelch to further improve sensitivity.
C. The new Benton County Emergency Manager, Larry Conn and new club member spoke on;
1) Grouping Benton County under both state and federal emergency management agencies
2) Assisting with the Benton County Emergency Operations Plan to include area HAMS
3) Determining our communications capabilities and available equipment
D. The new Benton County Emergency Program Director, Larry Conn spoke on establishing the Benton County Emergency Operations Center (EOC);
1) Focal point for all communications between the site commander (s) and the EOC
2) Gather and direct information between all activities
3) Tap the “wealth” of available information and get the support of all involved agencies
4) Establish weather spotter and natural disaster nets
E. John, KC0EEH invited the Twin Lakes-Amateur Radio Club members and guests to the Laurie, “Westside Hamsters Christmas Party, December 2 6:00 PM at Golden Corral in Sedalia. Please RSVP by November 11 to our secretary Sandy Cline [email protected]
