The SCDCC was a NOT FOR PROFIT organization dedicated to the rational and planned, growth and use, of Amateur Packet Radio in Southern California. The Council was intended to serve as a vehicle for coordinating the activities of the various groups and individuals providing facilities and services to the packet radio community, and for providing information which will aid individuals in understanding the technology and preferred operating practices.

Membership in the organization was open to any individual interested in promoting the purposes of the organization. 

The Annual Meeting of the SCDCC was held in October of each year. A Board of Directors selected by the membership served as the operating body of the Council and organized activites through appointed committees. Board meeting were open to the public and were usually held on the last Saturday of the month following the TRW Swapmeet. Meetings began at 11:30 A.M. and were held at Jun's in Culver City.  The address is:
