To all sending the QSLs to RUSSIA xUSSR HAMs Directly, enclose the IRC's in an envelope, but not in USD - "green stamp" !
The Russian Postal Service is ... full of larceny...,(..sorry..) so your QSL+SASE do not reach the address. The Post personnel in many regions of Russia is unaware of what IRC is and its purpose..-hi-... (or use register-mail)
